- Excluding the social <strong>as</strong>sistant’s duty to perform agricultural works:<br />
“it is our responsibility to help them work in the garden, this is part <strong>of</strong> our<br />
job: dig in the garden, you bring them bread, what else, call the doctor,”<br />
“but it does not mean “meeting their b<strong>as</strong>ic <strong>needs</strong>” (FG_EE_urban_rural).<br />
• Developing forms <strong>of</strong> support <strong>and</strong> social services (institutions in<br />
charge: Ministry <strong>of</strong> Labour, Social Protection <strong>and</strong> Family; Local Public<br />
Administration <strong>of</strong> the 1st <strong>and</strong> 2nd level):<br />
The study highlights the necessity to develop <strong>and</strong> diversify other forms <strong>of</strong><br />
support for the <strong>elderly</strong> <strong>left</strong> <strong>behind</strong>:<br />
- To revise criteria <strong>of</strong> selecting the beneficiaries: “criteria <strong>of</strong> selecting<br />
the beneficiaries should be revised to a certain extent <strong>as</strong> there are people<br />
who need to be examined by doctors in order to establish what services<br />
they require; there are people who are not registered <strong>as</strong> having mental<br />
disorders but when you visit them…” (FG_EE_urban_rural);<br />
- A multidisciplinary team should decide on home-care services for<br />
the <strong>elderly</strong>: “when the person w<strong>as</strong> referred to home-care services a multidisciplinary<br />
team should examine them <strong>and</strong> decide if the person <strong>needs</strong><br />
these kind <strong>of</strong> services or not <strong>as</strong> there are people who drink or have mental<br />
disorders” (FG_EE_urban_rural);<br />
- To incre<strong>as</strong>e the number <strong>of</strong> temporary placement services for money:<br />
“to open centres, <strong>and</strong> hostels in which they could be placed temporarily,<br />
for a fee. The government can not cover such costs; it should be paid<br />
for by migrants-<strong>children</strong>. The Constitution <strong>and</strong> other laws stipulate that<br />
<strong>children</strong> should take care <strong>of</strong> their parents, but it is not quite respected”<br />
(FG_EE_urban);<br />
- To develop specialized pr<strong>of</strong>essional care services for the <strong>elderly</strong>, in<br />
the family: “it would be beneficial if the <strong>elderly</strong> were placed in families<br />
that are socially able <strong>and</strong> developed <strong>and</strong> they would be provided for; for<br />
examples foster families for <strong>children</strong>, such families should exist for the<br />
<strong>elderly</strong> too” (FG_EE_urban);<br />
- The mayoralty should provide psychological <strong>and</strong> legal support for<br />
the <strong>elderly</strong>: “it would be beneficial for the <strong>elderly</strong> if the mayoralty employed<br />
a psychologist or a lawyer”; “we had a situation when an old<br />
man w<strong>as</strong> cheated <strong>and</strong> signed papers that deprived him <strong>of</strong> his property.<br />
The old man does not know whom to address for help <strong>and</strong> we cannot do<br />
anything <strong>as</strong> all lawyers <strong>of</strong>fer services in return for payment but where<br />
can we refer him to if he h<strong>as</strong> only 2 lei <strong>and</strong> saves that for buying bread?<br />
A lawyer should be appointed per district that will go to a certain village<br />
on a certain day <strong>and</strong> <strong>of</strong>fer legal advice. Thus we will able to help by making<br />
an appointment for them. Although we know what they need we can<br />
