Conclusions <strong>and</strong> recommendations<br />

For the Local Public Administration<br />

- To keep a record <strong>and</strong> evaluate the <strong>needs</strong> <strong>of</strong> <strong>children</strong> <strong>left</strong> <strong>behind</strong> <strong>as</strong> a<br />

consequence <strong>of</strong> migration, the living conditions <strong>of</strong> caregivers <strong>and</strong><br />

their capacity to provide adequate <strong>and</strong> secure conditions necessary for<br />

a child’s development. To map these <strong>needs</strong> <strong>and</strong> to develop appropriate<br />

services;<br />

- To provide nutrition for <strong>children</strong> <strong>of</strong> all ages in educational institutions,<br />

including money for reducing the risk <strong>of</strong> malnutrition. To<br />

encourage <strong>and</strong> support educational institutions in providing <strong>children</strong><br />

with healthy food <strong>and</strong> to forbid f<strong>as</strong>t-food in schools <strong>and</strong> in their immediate<br />

neighbourhood;<br />

- To improve the activity <strong>of</strong> guardianship authorities in identifying,<br />

referring <strong>and</strong> <strong>as</strong>sisting <strong>children</strong> <strong>left</strong> <strong>behind</strong> <strong>as</strong> a consequence<br />

<strong>of</strong> migration <strong>and</strong> to establish partnerships at the local<br />

level;<br />

- To exp<strong>and</strong> the network <strong>of</strong> social <strong>as</strong>sistance <strong>and</strong> psychological services<br />

in communities <strong>as</strong> well <strong>as</strong> foster family services (pr<strong>of</strong>essional<br />

parental care, family-type homes for <strong>children</strong>, etc.);<br />

- To inform migrant parents <strong>and</strong> family members <strong>of</strong> their duties, <strong>and</strong><br />

when parents intend to migrate abroad, to inform them on the necessity<br />

to place the child in a temporary guardianship;<br />

For social community <strong>as</strong>sistants<br />

- To keep a record <strong>and</strong> evaluate the <strong>needs</strong> <strong>of</strong> <strong>children</strong> without parental<br />

care <strong>as</strong> a consequence <strong>of</strong> migration, the living conditions <strong>of</strong> caregivers<br />

<strong>and</strong> their capacity to provide adequate <strong>and</strong> secure conditions<br />

necessary for a child’s development;<br />

- To establish an effective partnership with educational institutions,<br />

medical institutions <strong>and</strong> other community actors in order to prevent<br />

<strong>children</strong> <strong>left</strong> <strong>behind</strong> <strong>as</strong> a consequence <strong>of</strong> migration experiencing<br />

difficult situations;<br />

For educational institutions for <strong>children</strong><br />

- To supervise <strong>children</strong> <strong>left</strong> <strong>behind</strong> <strong>as</strong> a consequence <strong>of</strong> migration;<br />

- To ensure within educational institutions, opportunities for communication<br />

between parents <strong>and</strong> their <strong>children</strong> <strong>left</strong> <strong>behind</strong> <strong>as</strong> well <strong>as</strong><br />

with teachers’ participation thus incre<strong>as</strong>ing the degree <strong>of</strong> accountability<br />

<strong>of</strong> both <strong>children</strong> <strong>and</strong> parents;<br />
