data collection, calculating the indicators <strong>and</strong> submitting the final report<br />

to the interested parties etc.<br />

The data <strong>and</strong> indicators are collected <strong>and</strong> calculated by the Centre <strong>of</strong> Information<br />

<strong>and</strong> Communication Technologies in Education that comprises<br />

a structure specialized in: data collection <strong>and</strong> data processing, calculating<br />

the indicators; update <strong>and</strong> administration <strong>of</strong> calculated indicators’ b<strong>as</strong>e;<br />

the dissemination <strong>of</strong> calculated indicators to interested parties. The Ministry<br />

<strong>of</strong> Education uses different information sources plus the mapping<br />

<strong>of</strong> educational institutions <strong>and</strong> collecting information about “pupils with<br />

special <strong>needs</strong> that include pupils who have one parent working abroad <strong>and</strong><br />

pupils with both parents abroad in search for work” (III_EC_5).<br />

The experts <strong>of</strong> the Ministry <strong>of</strong> Education informed us about the creation<br />

<strong>of</strong> a mapping system in the country “that h<strong>as</strong> an element – <strong>children</strong> with<br />

parents working abroad. In one component we have included all categories:<br />

pupils with special <strong>needs</strong> including two other categories – pupils with one<br />

parent who h<strong>as</strong> <strong>left</strong> abroad to work <strong>and</strong> pupils with both parents working<br />

abroad. We have to get this information in every community. According to<br />

the data presented by the Ministry <strong>of</strong> Education on October 28, 2010, the<br />

educational system comprised 70.028 pupils who have one <strong>of</strong> their parents<br />

working abroad <strong>and</strong> 38.399 with both parents abroad, overall–108.427”<br />

(IIA_EC_5). Other interviewed experts’ think that educational institutions,<br />

police, medical institutions should take a more active part in supervising<br />

<strong>children</strong> <strong>left</strong> <strong>behind</strong> <strong>as</strong> a consequence <strong>of</strong> migration: “we want a better participation<br />

<strong>of</strong> these specialists” (III_EC_1).<br />

Within the Ministry <strong>of</strong> Health functions the Policy, Medical Care <strong>of</strong><br />

Women, Child <strong>and</strong> Vulnerable Groups Department, that along with<br />

other departments deals with monitoring <strong>children</strong>’s health condition.<br />

Speaking about the legislation in this filed, the experts underlined that<br />

“concern for <strong>children</strong>’s health… is mentioned among priorities <strong>of</strong> National<br />

Health Policy” (III_EC_3), <strong>and</strong> to execute the Decision no.450 <strong>of</strong> 2.06.2010:<br />

“the Ministry issued the Order including a plan <strong>of</strong> me<strong>as</strong>ures ... Children are<br />

<strong>as</strong>sured by the government; there are monitoring st<strong>and</strong>ards that specify the<br />

volume that should be acquired in accordance with age. We can’t say that a<br />

segment remains uncovered. There are legal <strong>and</strong> regulatory frameworks, the<br />

same st<strong>and</strong>ards, the same medical examinations <strong>as</strong> the unique programme<br />

stipulates, if we speak about <strong>children</strong> under 5 years old, they benefit from<br />

100% compensated medicine if they are treated at home but if they are hospitalized<br />

they get free treatment. Rehabilitation services are available for this<br />

category <strong>of</strong> <strong>children</strong>. Besides specialized health resorts in Sergheevca, Ceadir-<br />

Lunga, Chisinau, we also have 3 rehabilitation centres” (III_EC_3).<br />

The biggest interviewed representatives <strong>of</strong> these 3 ministries perceive differently<br />

the phenomenon <strong>of</strong> <strong>children</strong> <strong>left</strong> <strong>behind</strong> <strong>as</strong> a consequence <strong>of</strong> mi-<br />
