- To complete the national legal <strong>and</strong> regulatory framework with<br />
provisions on the accountability <strong>of</strong> parents who migrated abroad<br />
to work. The laws <strong>of</strong> the Republic <strong>of</strong> <strong>Moldova</strong> already stipulate quite<br />
clearly the main duties <strong>of</strong> parents regarding the education <strong>of</strong> their<br />
<strong>children</strong> but these are not widely respected: “We now actually look for<br />
more liable ways <strong>of</strong> making parents more responsible when they leave<br />
their <strong>children</strong>, <strong>and</strong> I can mention here the reform <strong>of</strong> the guardianship<br />
authority. Empowering local authorities with greater competence in this<br />
area, allows them to intervene <strong>and</strong> make families responsible for negative<br />
practices towards <strong>children</strong>” (III_EC_1);<br />
- To make legal the payment <strong>of</strong> a financial contribution by migrant<br />
parents in order to reform a fund for medical services: “Parents<br />
leave abroad in search <strong>of</strong> work, do not pay taxes, but health care remains<br />
at the expense <strong>of</strong> our health insurance system, which is facing so<br />
many financial difficulties. There should be a fee or policy contribution<br />
– it may be called differently–that would be paid by parents when they<br />
go abroad thus, a fund would be created <strong>and</strong> <strong>children</strong> will benefit from<br />
it, paying for their various medical expenses” (III_EC_4);<br />
- To promote legislation on the <strong>as</strong>sessment <strong>and</strong> accreditation <strong>of</strong> social<br />
services operating in the Republic <strong>of</strong> <strong>Moldova</strong>, taking into account<br />
the fact that only quality services can provide efficient support<br />
to beneficiaries.<br />
• Developing forms <strong>of</strong> support <strong>and</strong> social services (responsible are the<br />
Ministry <strong>of</strong> Labour, Social Protection <strong>and</strong> Family; Ministry <strong>of</strong> Education;<br />
Ministry <strong>of</strong> Health; Educational institutions <strong>of</strong> different levels;<br />
Local Public Administration <strong>of</strong> the 1st <strong>and</strong> 2nd level, <strong>and</strong> community<br />
social workers):<br />
- To work out mechanisms for identifying <strong>children</strong> <strong>left</strong> <strong>behind</strong> (eventually<br />
through a data b<strong>as</strong>e). Lack <strong>of</strong> a general overview on <strong>children</strong><br />
<strong>left</strong> <strong>behind</strong> represents an obstacle in elaborating <strong>and</strong> implementing<br />
social policies, in this regard: “...we need a census <strong>of</strong> <strong>children</strong> <strong>left</strong> without<br />
parental care <strong>and</strong> afterwards we’ll be able to implement the reform<br />
<strong>of</strong> guardianship authorities” (III_EC_1);<br />
- To conduct public awareness-raising campaigns about the issues <strong>of</strong><br />
<strong>children</strong> <strong>left</strong> <strong>behind</strong> <strong>as</strong> a consequence <strong>of</strong> migration, available social<br />
services <strong>as</strong> well <strong>as</strong> the duties <strong>of</strong> parents, communities <strong>and</strong> social institutions.<br />
“M<strong>as</strong>s media h<strong>as</strong> the leading role in that through publications,<br />
radio, television <strong>and</strong> other means...” The experts also remarked that it<br />
is extremely important: “...what we intend to accomplish by this study.<br />
