parental care, opening placement centres also providing services against<br />

payment, services in day care centres, etc.) or <strong>of</strong> government authorities<br />

The local social partnerships are underdeveloped, the most widespread<br />

partnership form is the collaboration with NGOs, less with religious institutions<br />

<strong>and</strong> there is almost no collaboration with economic agents.<br />

The study highlights the necessity to consider the following recommendation<br />

in order to reduce <strong>and</strong> address the negative impact <strong>of</strong> migration <strong>and</strong> to overcome<br />

difficult situations experienced by <strong>children</strong> <strong>and</strong> <strong>elderly</strong> <strong>left</strong> <strong>behind</strong> 11 :<br />

General (both for <strong>children</strong> <strong>and</strong> <strong>elderly</strong>)<br />

• Legal<br />

- To sign bilateral agreements on labour migration with key countries<br />

<strong>of</strong> destination in order to regulate the migration process <strong>and</strong><br />

allow migrants’ free movement across borders that will facilitate their<br />

communication with family members who are at home by visiting<br />

them regularly without the risk <strong>of</strong> losing their job;<br />

- To sign bilateral agreements on social security with key countries<br />

<strong>of</strong> destination for labour migration to guarantee social protection <strong>of</strong><br />

migrants working abroad;<br />

- To introduce the mechanism on the procurement <strong>of</strong> social services<br />

that will make private social service providers more active <strong>and</strong> will<br />

incre<strong>as</strong>e the quality <strong>of</strong> services;<br />

- To encourage volunteering activities involving more citizens <strong>and</strong><br />

strengthening civic solidarity.<br />

Children<br />

• Legal<br />

- To improve the legal framework on the obligatory appointment <strong>of</strong> a<br />

legal guardian for <strong>children</strong> <strong>left</strong> <strong>behind</strong> <strong>as</strong> a consequence <strong>of</strong> migration;<br />

- To amend the legal framework with regard to the accountability <strong>of</strong><br />

migrant parents, from the perspective <strong>of</strong> a fulfillment <strong>of</strong> parental duties.<br />

• To develop forms <strong>of</strong> support <strong>and</strong> social services<br />

For the Ministry <strong>of</strong> Labour, Social Protection <strong>and</strong> Family:<br />

- To develop mechanisms for identification <strong>and</strong> evaluation <strong>of</strong> the<br />

situation <strong>of</strong> <strong>children</strong> without parental care, <strong>as</strong> the lack <strong>of</strong> concrete<br />
