Normative <strong>as</strong>pects<br />

Still providing private social services represents a problem <strong>as</strong> it is not<br />

covered by a necessary legal framework. Additionally, people’s attitude<br />

towards such kind <strong>of</strong> services is for the moment negative. Thus,<br />

even if <strong>Moldova</strong>n citizens are ready to provide such services abroad<br />

they are not prepared to do this at home in the Republic <strong>of</strong> <strong>Moldova</strong>.<br />

Therefore, ensuring a legal framework for providing private social<br />

services to the <strong>elderly</strong> <strong>left</strong> <strong>behind</strong> would solve problems related to the<br />

accessibility <strong>of</strong> these social services <strong>and</strong> their quality.<br />

Recommendations for amendments to the Law mentioned above would<br />

lead to the change <strong>of</strong> status <strong>of</strong> community social workers in charge<br />

<strong>of</strong> social policy implementation at the community level. Hence, the<br />

social worker becomes the main decision-maker in the community<br />

in coordinating the social services provision for helpless <strong>elderly</strong> people<br />

<strong>and</strong> by other social partners <strong>as</strong> private organizations, representatives <strong>of</strong><br />

civil society <strong>and</strong> volunteers.<br />
