BOX 18<br />

Model <strong>of</strong> providing specialized services. Temporary<br />

Placement Centre in the municipality (FG_EE_urban)<br />

“The centre h<strong>as</strong> been working for about 2 years. We have 8 people in placement<br />

<strong>and</strong> 24 people attending the day-care centre. The beneficiaries <strong>of</strong> the daycare<br />

centre attend for a month, but those in placement stay from 1 month to<br />

3 months <strong>and</strong> they can stay longer if they don’t have wood for heating in winter<br />

or something else. We collaborate with the mayoralty <strong>and</strong> if they accept, the<br />

beneficiary can stay for 3 months more. The centre h<strong>as</strong> employed 3 social workers<br />

<strong>and</strong> one psychologist. We provide various services. The person comes in the<br />

morning, drinks his/her tea <strong>and</strong> afterwards is involved in activities with the psychologist,<br />

social worker <strong>and</strong> medical nurse. We invite the doctor only if someone<br />

<strong>needs</strong> to be examined. At 13.00 PM they have lunch but those in placement<br />

eat 4 times a day: in the morning, in the afternoon, at 14.00 PM <strong>and</strong> at 18.00. I<br />

am in charge within the centre to develop the memory, creative therapy, testing,<br />

individual consultation. The social worker deals with different h<strong>and</strong>icrafts<br />

activities. The <strong>elderly</strong> also attend the centre that is located nearby “Socium”.<br />

There they have computers <strong>and</strong> sewing machines. We have beneficiaries who<br />

attend the centre with great ple<strong>as</strong>ure <strong>as</strong> they are eager to learn something new<br />

although some <strong>of</strong> them are 70 years old.<br />

Approximately 50% <strong>of</strong> our beneficiaries are lonely <strong>and</strong> have <strong>children</strong> who are<br />

labour migrants They are longing to visit the centre because they have no one<br />

to socialize with, they watch TV <strong>and</strong> that’s all... they do not need the food <strong>as</strong><br />

much <strong>as</strong> they need communication <strong>and</strong> underst<strong>and</strong>ing....”<br />

Specialized social services imply the involvement <strong>of</strong> multiple specialists<br />

to maintain, rehabilitate <strong>and</strong> develop individual capacities aimed at<br />

helping to solve these difficult situations. These include day-care specialized<br />

services <strong>and</strong> temporary placement centres providing medical <strong>and</strong><br />

psychological <strong>as</strong>sistance. Most <strong>of</strong>ten these centres combine specialized<br />

support with primary care activities. Temporary Placement Centres, <strong>as</strong><br />

a rule, are set up by representatives <strong>of</strong> civil society with the support <strong>of</strong><br />

international organizations: the centre “Reîntoarcere” (“Return”) h<strong>as</strong> for 2<br />

years <strong>of</strong>fered support to homeless people. Many <strong>of</strong> them do not have documents<br />

to prove their identity (Identity Cards). We accept them, try to get<br />

new identity cards for them <strong>and</strong> later on we place them in a boarding home<br />

provided by the Republic <strong>of</strong> <strong>Moldova</strong>. They benefit from all facilities. They<br />

stay in the centre <strong>as</strong> long <strong>as</strong> it is necessary to make them a new ID. While<br />

obtaining the documents they get a residence at the centre for 6 months. If<br />

the centre “ Reîntoarcere” doesn’t have enough space we appeal to other<br />

centres for support. For example, we have a good collaboration with the<br />

centre from Rezina” (FG_EE_urban).<br />

The mobile team is a new type <strong>of</strong> community service recently developed:<br />

“in the municipalities, a mobile team w<strong>as</strong> formed to identify lonely homeless<br />

people” (FG_EE_urban).<br />
