the girl cannot always have the power to st<strong>and</strong> living with her father <strong>and</strong> she<br />

may try to run away from home, the person who takes care <strong>of</strong> the child calls<br />

the mother <strong>and</strong> when she comes back she comes to the police <strong>and</strong> <strong>as</strong>ks them<br />

to arrange the situation with the father” (FG_EC_urban); “They address the<br />

police only when they have problems, only when school is not able to take<br />

care <strong>of</strong> the child or <strong>of</strong> his parent, that’s when the police gets involved” (FG_<br />

EC_urban). Experts also claim that services provided by Child <strong>and</strong> Family<br />

Protection Departments are not sufficiently used: “Parents are aware <strong>of</strong> the<br />

existence <strong>of</strong> the Municipal Directorate for Child Rights Protection, but they<br />

do not address it” (FG_EC_urban).<br />

The Local Council for Children Rights Protection represents another<br />

important element <strong>of</strong> a child support network. According to experts, it<br />

works more efficiently in the urban area: “We talk monthly or when it is necessary.<br />

In Chisinau the situation is rather different because every district h<strong>as</strong><br />

sector meetings, there’s the council for child rights protection <strong>and</strong> a municipal<br />

directorate” (FG_EC_urban).<br />

In conclusion it can be mentioned that the support network for <strong>children</strong><br />

whose parents migrated are less developed. Children <strong>as</strong> well <strong>as</strong> experts<br />

mentioned the necessity to extend services provided by psychologists, due<br />

to the harmful effects <strong>of</strong> the <strong>children</strong>’s separation from their parents on<br />

the <strong>children</strong>’s psychological condition. The <strong>children</strong> face multiple psychological<br />

issues <strong>and</strong> there is a necessity to meet their need for communication<br />

<strong>and</strong> empathic relationships. Institutions that are part <strong>of</strong> the support<br />

network do not have well established directions <strong>of</strong> working with <strong>children</strong><br />

<strong>left</strong> <strong>behind</strong> <strong>as</strong> a consequence <strong>of</strong> parental migration <strong>and</strong> it is necessary to<br />

harmonize the targeting <strong>of</strong> their activities to ensure parents <strong>and</strong> <strong>children</strong>’s<br />

protection.<br />

• Deviant behaviour<br />

Deviance <strong>and</strong> juvenile delinquency represents the expression <strong>of</strong> a number<br />

<strong>of</strong> actions <strong>and</strong> behaviour that strongly oppose the norms <strong>of</strong> living in a<br />

family, institution or society. Information on factors that favours juvenile<br />

delinquency is extremely valuable for the success <strong>of</strong> prevention activities<br />

<strong>as</strong> well <strong>as</strong> in the psychological intervention <strong>of</strong> <strong>children</strong>. Things revealed<br />

by a teenager who lives with his gr<strong>and</strong>mother after his mother migrated<br />

abroad for work, denote the impact that parents’ migration h<strong>as</strong> on a child’s<br />

deviant behaviour. Analyzing from a psychological point <strong>of</strong> view the behaviour<br />

<strong>and</strong> facts revealed by this teenager <strong>and</strong> his gr<strong>and</strong>mother’s stories<br />

it can be deduced that the situation represents an absolutely logical <strong>and</strong><br />

negative consequence <strong>of</strong> the conflict between the forces <strong>and</strong> factors that<br />

determined it.<br />
