A number of public health policy<strong>in</strong>itiatives addressed structural issues and social determ<strong>in</strong>ants of health, whileothers addressed <strong>in</strong>dividual behavioural measures (Hancock 1999). Forexample the newly established Better <strong>Health</strong> Commission identifiedcardiovascular disease, nutrition and <strong>in</strong>jury as three priority areas and the<strong>Health</strong> For All Australians report emphasised significant health <strong>in</strong>equalitiesthat existed for certa<strong>in</strong> groups <strong>in</strong> Australia <strong>in</strong>clud<strong>in</strong>g Aborig<strong>in</strong>al people (Better<strong>Health</strong> Commission 1986a, 1986b; <strong>Health</strong> Targets and ImplementationCommittee 1988).There were both positives and challenges for this comb<strong>in</strong>ed approach. On theone hand it assisted Australia to effectively address emerg<strong>in</strong>g issues that wereimpact<strong>in</strong>g on health and well-be<strong>in</strong>g, such as HIV/AIDS (Baum 2008). On theother, the fluctuat<strong>in</strong>g and different approaches made it difficult for health71
