psychiatry unit, significantly improving the quality of the
forensic-psychiatric treatment. The Divisions of Child and
Adolescent Psychiatry and of Rehabilitation were able to move
into newly constructed buildings. Houses 20 and 21, which
had been erected during the period of promoterism, were
comprehensively renovated to comply with the requirements
of a day care clinic and an outpatient unit, respectively. In
the course of this project, an additional entrance to the
LVR-Klinikum was also built. This served to take the LVR-
Klinikum one step closer to the objective of implementing
the concept of an outwardly “open” hospital that provides
day care and outpatient services close to the community it
serves. In the middle of all these structural changes, the
LVR-Klinikum Düsseldorf still dedicated the necessary
amount of attention to process quality, as demonstrated by
the successful certification and recertification, during the
period under review, according to KTQ standards. It should
also be mentioned that in 2007 the IKV, the “Institute for
Clinical Behaviour Therapy”, was established at the LVR-
Klinikum Düsseldorf, providing psychologists with the kind
of theoretical as well as clinical and practical training they
require to become psychological psychotherapists.
In addition to the involvement of medical doctors from the
LVR-Klinikum Düsseldorf in national and international
projects, their activities in the internal organisation of
the Klinikum, as cooperation partners in interdisciplinary
research projects and as external consultants at the
University Hospital Düsseldorf, are equally noteworthy.
There are also various joint ventures in the field of student

PREFACE
teaching and training, an area that is assuming an ever more
central position in the range of academic services. Teaching
will be one of the special priorities in the new German policy
of “performance-oriented allocation of funds”, in addition
to the publication of impact-factor relevant papers and the
acquisition of qualified third party funds. Fortunately, the
LVR-Klinikum Düsseldorf has fared very well in the statewide
comparison of these benchmarks between universities
– as demonstrated by a survey conducted on behalf of the
Ministry for Science and Research of the state of North
Rhine-Westphalia in 2006.
The achievements of the LVR-Klinikum Düsseldorf in the
areas of research, academic teaching and healthcare
presented in this report must be successfully continued
but also further intensified in the coming years. As far as
the provision of healthcare is concerned, the numbers of
outpatients and inpatients are steadily rising, while the
average duration of inpatient treatments is decreasing; this
development has intensified the overall amount of clinical
activity and necessitates a look into existing rationalisation
potentials and the possibility of greater efficiencies. The
introduction of a new joint flat-rate fee system for psychiatry,
psychosomatic medicine and child and adolescent psychiatry
will have unforeseeable consequences for the funding of
healthcare institutions and, inevitably, also for the LVR-
Klinikum Düsseldorf.
In the field of research, a precisely targeted strategic
positioning will be required for the continued success
