delegación de la Comisión Inter-Americana de Derechos Humanos visitó los pabellones lA y

tanto los funcionarios de la Comisión pudieron también inspeccionar los pabellones y

En aquella ocasión los representantes de la Comisión llamaron a las autoridades de la prisión
a respetar los derechos de los prisioneros 350 Si los observadores independientes hubieran
tenido alguna razón para creer que los prisioneros estaban a punto de empezar un
amotinamiento o que el ambiente en la prisión era de desorden presto al amotinamiento ellos
hubieran reportado esto en sus observaciones a la Comisión. Lo que el reporte mostró por el
