[The Act 01' 14 April clearly states, "" ""not having found any type 01' firearrns,
explosives, 01' much less any digging of tunnels in the said prison block." [,',] What
does this reveal? It exposes the heads 01' the govemment, those who were making false
accusations and supporting the genocide, the civil servants and the press. And moreover,
this document is signed by the very governor of the prison, Colone1 (PNP) Gabino
Cajahuanca Parra, by the deputy governor Major (PNP) Benigno Pinto, and by the head
01' security, Major (PNP) Jose Guzman. [".] as it states in the document, " .. .in the
presence 01' the representative 01' the Intemational Committee 01' the Intemational Red
Cross, don Leonard Hur Halter, in the role 01' co-ordinator 01' the said intemational
organisation (the name 01' the co-ordinator 01' the International Red Cross may not be
exact but his presence can be easily verified by the Intemational Red Cross itself). So
then, this Act dismantles the State claims. It remains clearly and obviously established
that we had neither arms nor explosives, nor were there any tunnels and, most
importantly 01' all, that the police and the authorities could enter our block without the
need to kill anybody. We were never opposed to them entering All we asked for were
guarantees. However, in spite 01' all this, and our efforts, as well as those 01' our families
and lawyers to prevent the genocide, it happened. [,,]359
La testigo Esther Yovana Valenzuela, una estudiante universitaria de trabajo social quien
llegara a la prisión de Castro Castro en marzo de 1992 similarmente notó que la campaña
iniciada por la prensa controlada por el Estado, llamando a una enérgica acción en la prisión
alegando que los prisioneros estaban en posesión de al111aS, era infundada ya que habían
constantes requisas que probaban que no habían problemas de seguridad en la prisión:
"Llegué la penal los primeros días de marzo.el genocidio se veía venir, sus preparativos
se sentían, montaron campañas periodísticas en radio televisión, períódico, so pretexto
de que teníamos armas, que en el penal 'terroristas' tenían el control y que su principio
de autoridad se había perdido, Realizaban constantes requizas dizque para encontrar
'armas' pero nunca encontraron nada, absolutamente nada que pusiera en peligro su
seguridad.Y'"
(4) La inspeccián del 14 de abril file en realidad 1111 reconocimiento militar por
parte del Estado peruano previo a Sil ataque
111. La inspección, sin embargo, probó algo que las autoridades ya sabían de
antemano muy bien: que no existían armas en el poder de los prisioneros, El propósito real
de dicha inspección fue en realidad de otra naturaleza: fue el de llevar a cabo un
reconocimiento militar (a military reconnaissance) dentro de los pabellones l A y 4R La
inspección por parte de los agentes del Estado apuntaba en ese sentido a tener identificadas
posibles areas vulnerables en el edificio previo al ataque. Como lo notara el testigo Julián
