An intense campaign of propaganda, organised and instigated by the murderous and
traitorous pressure group of Fujimori, Montesinos, and Hermoza Ríos, was being used
to justify their ideology and policy of genocide against the prisoners They viewed it as
a necessity in the contra-subversive war against the Communist Party of Peru and the
Popular War that the Party was waging The govemment was accusing us of having
converted the prison into a "liberated zone" to which police access was denied Besides
being accused 01' having weapons and constructing escape tunnels, we were accused of
not respecting theirbeloved "principle ofauthority". [...]263
El testigo Raul Basilio Orihuela señaló más aún que,
[...] in magazines such as "Caretas", "Oiga" and "Sí" and newspapers like "El
Comercio" and "Expreso" 1 saw the news on Channels 2, 4 and 5, where as well as
promulgating contrived, distorted and false information (the report made by Sr.
Alejandro Guerrero, for example) with the obviously malevolent intention of calling for
the implementation of the so-called "principle of authority in the prisons", they were
instigating campaigns that slandered us, saying that we had "arms", that we were

digging a "tunnel" in order to escape etc, etc
El testigo Fernando Claudio Olórtegui también testificó a ese respecto:
"[ ...] some months before May, the government, through diverse forms 01' the media
(press, radio and television) was conducting a campaign against those ofus who were in
Blocks lA and 4B. They were putting it about that, in the cellblock, we had a "large
quantity of weapons" and that we were "making tunnels in arder to escape". That
campaign was conducted with the purpose 01' generating favourable public opinion for
their intervention and genocidal action, In actual fact, this journalistic information was
completely untrue and this was demonstrated during the inspections (searches) that the
Police Special Forces carried out in blocks l A and 4B on 13 th and 14 th April. We were
able to prove that we didn 't have any weapons and that no tunnels existed During these
inspections the fiscales were also present and we could also count on the presence 01'
mernbers 01' the lntemational Red Cross, as the official documents signed at that time
will no doubt corroborate The rnembers 01' the police forces and the fiscales admitted
that the situation in blocks lA and 4B was normaL However, in spite ofthe fact that the
police and the fiscales were able to confirm that there was no sign of anything to
endanger the security 01' the prison, they continued with their plan, the same plan that
they began to put into operation on 6th May, [...]265
