Introduction<br />

The investigation is framed within collaboration existing between<br />

Graduate Program in Mathematics <strong>of</strong> the Faculty <strong>of</strong> Physics-Mathematics<br />

Sciences and Graduate Program in Environmental Sciences <strong>of</strong> Sciences<br />

Institute <strong>of</strong> the University <strong>of</strong> Puebla (BUAP) and is searching an answer to<br />

the environmental, social and economical problems in relation to the<br />

important resource that is the water, in the Puebla valley watershed, by<br />

means <strong>of</strong> the <strong>de</strong>velopment <strong>of</strong> a strategy that promotes a sustainable<br />

management <strong>of</strong> the resource for all sectors involved in the problem.<br />

The Puebla valley watershed is located in the central region <strong>of</strong> Mexico<br />

to an average altitu<strong>de</strong> <strong>of</strong> 2180 meters above sea level, including 38<br />

municipalities <strong>of</strong> the states <strong>of</strong> Puebla and Tlaxcala with an aproximate area<br />

<strong>of</strong> 2.366 Km2 and a population <strong>of</strong> 2´000,000 inhabitants (INEGI, 2001) is<br />

part <strong>of</strong> the Atoyac river basin.<br />

General objetive<br />

Propose a medium and long term sustainable management strategy<br />

through <strong>of</strong> the i<strong>de</strong>ntification <strong>of</strong> physical, economical, social and political<br />

relations between different water users, that have avoi<strong>de</strong>d a water<br />

sustainable management in the Puebla valley watershed.<br />

Particular objectives<br />

• Develop a mathematical mo<strong>de</strong>l that <strong>de</strong>scribes <strong>of</strong> dynamic way the<br />

main processes that take part in the hydric balance <strong>of</strong> the Puebla<br />

valley watershed that allows to know water availability and<br />

distribution within watershed.<br />

• I<strong>de</strong>ntify interrelations between physical, social, economical and<br />

institutional factors that causes Actual water problems in the Puebla<br />

valley watershed, with the intention <strong>of</strong> i<strong>de</strong>ntifying conflict relations<br />

and un<strong>de</strong>rstand, in a sistemic way, Puebla valley watershed dinamyc.<br />

• Select suitable indicators to check and evaluate strategy<br />

performance.
