« for leasing or concession island for 70 years with size of 10.000 ha for<br />
developing a new capital in the island of Phum Koh Kong, Koh Kong<br />
province (…) The Royal Overseas Co. Ltd – with its central office located in<br />
Thailand and Singapore – has decided to choose a geographical area of Phum<br />
Koh Kong in order to develop a new capital for its permanent center. The<br />
development of the organization projects are as follow:<br />
1. Establish a world Tourism Capital for South East Asia.<br />
2. Establish a central bank for Global Financial Institutes setting their<br />
international Commercial Branch.<br />
3. Establish a Peace University consisted of consultant commission with<br />
participation of the Cambodian minister of Education, Youth and Sports and<br />
Ministers of Education in the South East Asia. This University consists of the<br />
faculties of Medecine, Agriculture, Defense, Administration, World Peace,<br />
International Relations, Economy, Maws and Sciences.<br />
4. The Fund of this development project is from World Financial<br />
Organization Countries – a major bank in Thailand and Singapore. The<br />
establishment of Royal Overseas Co. Ltd. For World Peace will have good<br />
influence and good will for the whole World.<br />
5. To establish a International Sea Sport, Airport, International<br />
Commercial Center, Tourism area, golf court, and other infrastructures for<br />
serving the social activities… 198 ».<br />
Et de terminer la lettre de requête par l’inévitable évocation au<br />
« the huge contribution to develop the Cambodian economy, trade, tourism,<br />
international relations to help to push for the progress and prosperity for serving<br />
the benefits of the Cambodian people and the people in the region (…) Expect<br />
that Samdech Prime Minister would Kindly take your invaluable time to<br />
examine and make the decision on our purposes and our proposals. And if Sir,<br />
we will have an opportunity to cooperate together (…) 199 ».<br />
Tous ces exemples suggèrent une dimension nouvelle de la concession, à savoir son couplage<br />
assez systématique avec des activités délictueuses : coupes illégales, pillage et blanchiment.<br />
Sans entrer ne serait-ce que dans une analyse préliminaire de celles-ci, on peut toutefois noter<br />
qu’on y retrouve la structure à la fois centralisée et fragmentée décrite à propos de la forêt<br />
ainsi qu’une gestion <strong>concessionnaire</strong> des activités. Le pillage des statues et œuvres khmers<br />
dans les temples cambodgiens par exemple est le fait groupes organisés qui « exploitent » les<br />
zones qu’ils commandent 200 . Ils sont principalement composés de militaires et les zones de<br />
contrôle et de pillage sont très strictement délimitées et divisées. Ils opèrent par petits groupes<br />
de 4 ou 5 sous le commandement d’un général ou d’un militaire assez haut placé en charge de<br />
la région. On estime à environ 500 à 700 le nombre de soldats pilleurs et à une dizaine les<br />
