« By agreement, the company agreed to build a red soil road size 400 km by 9<br />

meters starting from O’rang district, Mondulkiri, Dak Dam post to Dragon Tail<br />

region, Rattanakiri, along Cambodian-Vietnamese border. The road will cost at<br />

USD 4,000,000 (USD 10,000 per kilometre) and bridge construction cost USD<br />

2,000,000. After it finish, the company requests for the land concession [in<br />

return] with 1 kilometre wide along the road sides (left and right) so that the<br />

company will plant rubber-acacia-Chan Kreusna trees and various plants for the<br />

company’s income source of income (sic) (…) To make the company feel<br />

confident in preparation for investment capital, the company proposed me, as a<br />

Member of Parliament in the north-east region, to contact and ask for a decision<br />

and support from Samdech Prime Minister regarding this case (…) 203 ».<br />

Dans sa lettre le député soutient bien évidemment le projet au nom du développement<br />

régional, de la souveraineté nationale, mais aussi d’enjeux politiques plus électoralistes et<br />

notamment de la fidélité envers une compagnie qui a toujours financé ses campagnes<br />

« At present, people have very difficulty to travel by road from Mondulkiri to<br />

Kratie. They spent time to cross through Vietnam or go back to Rattanakiri and<br />

Strung Treng before reaching Rattanakiri. On the other hand, during the election<br />

campaign, the opposition party attack the government by raising the in<br />

development (sic) along the border, [accusing] the government of neglecting to<br />

think about the sovereignty. If the project will be successful, this project will not<br />

only help facilitate the people’s travel straight to Mondulkiri-Rattanakiri or<br />

onwards trip as well as enhancing the national economy, it also protects the<br />

sovereignty with development especially upholding further population and<br />

internal political affairs. On the contrary, if the project fails, the government will<br />

suffer lose because the company already agreed to build road before clearing for<br />

plantation. At least the people understand about the royal government’s heartfelt<br />

preoccupation on the border region, which contradicting to the opposition<br />

party’s attack. In the spirit to support Ty Pheap Company, which the company<br />

always assisted a lot to my political affairs in the past directly or indirectly from<br />

its foreign company partners, I would like to ask Samdech Prime Minister to<br />

give agreement in principle and support for this project. Any worry over cutting<br />

trees from both road building and plantation project is unavoidable even though<br />

it is carried by the private company or the state. I understand that this is not an<br />

obstacle because according to the site observation, the forest in this region<br />

suffered completely destruction. On the other hand, regarded the impacted trees,<br />

the company agrees to pay timber royalty to the government 204 ».
