12th International Scientific Conference, April 20-22, 2009 Brno, Czech Republic 71UNIFIED TRAFFIC INFORMATION SYSTEM FORTHE CZECH REPUBLIC (JSDI) IN PRACTICETomáš MinibergerAbstract: Ministry of Transport, Ministry of Interior, Road and Motorway Directorate ofthe Czech Republic and other institutions have been working on the Unified TrafficInformation System for the Czech Republic (JSDI) project. The system provides complexenvironment for traffic data acquisition, processing, sharing, publishing, and distribution.The data include traffic information, current traffic situation news, and traffic events thataffect road traffic safety and smooth flow. The JSDI includes the Central Road Registry.The main operation site of the JSDI is the National Traffic Center in Ostrava. From there,the information is published on the traffic portal (www.dopravniinfo.cz). Furthermore, thedata is distributed using RDS-TMC and displayed on PIT (Variable Message Signs). Datadistribution interface is used to bring the vital information to different public serviceinstitutions, media, telecommunication operators, traffic news services, transportcompanies and others.1. IntroductionGenerally, we need to deliver passengers or cargo along the road in a reliable, safe and timeeffective way. This is the task everyday thousands of drivers, dispatchers and other road-trafficrelatedpeople are concerned about. Even every single "ordinary" driver wants to get to hisdestination as much safely, smoothly, quickly, and directly as possible.2. What is the solution?As the road traffic grows every day and there is lack of high-capacity roads, this simplerequirement gets more complicated than ever. Moreover, the demand for road traffic performance isstill going to increase and there will hardly be matching "new" road capacity in some parts of theroad network. This scenario will result in heavier congestion, traffic jams, frequent accidents,extensive losses on property, and serious injuries of people. Also, the road aging will requirefrequent repairs that will expose traffic closures. All these are key factors that affect the road trafficreliability.To reach maximum personal benefits from road traffic, three groups of factors need to be takeninto account.- The law that outlines the rules (for instance, the speed limits, manner of traveling, and so on)- Dependence on other drivers (our decisions depend on others' decisions; we do not actuallyknow their decisions at the time we have to make our decisions; in fact, we do not knowconsequences of the way the others do their decisions, for instance caused traffic accidents)- Common conditions including road condition, visibility, wind, road surface status, closures,detours, and so onIng Tomáš Miniberger., VARS BRNO a.s.,tomas.miniberger@vars.cz
