7212th International Scientific Conference, April 20-22, 2009 Brno, Czech RepublicSimply put into words, a traffic system acts like a computer game in non-cooperative mode. Tocooperate better with each other, we need traffic information that describe decisions of others. Also,we need traffic data that can define common conditions and affect/control decisions of other roadtraffic entities. In order to keep drivers informed and support their effective decisions, it is necessary toprovide them with traffic information and traffic data concerning current state of traffic.3. What is JSDI?Every entity active in road management and maintenance can include traffic information andtraffic data in common agendas of operation. This applies to anybody who carries on supervisionand traffic control activities. The list above obviously includes any road users in general. Each ofthem can more or less receive specific traffic information and traffic data that he needs.JSDI is a complex system environment for collection, processing, sharing, publishing, anddistribution of traffic information and traffic data. It is a common project of Department ofTransport, Department of the Interior, Road and Motorway Directorate, and other organizationsaccording to §124 par. 3 of the Act. No. 361/2000 and executive notice No. 3/2007 about the trafficinformation system, and Czech government decree No. 590/2005 from May 18th, 2005.The JSDI contains several key parts as follows.a. Current traffic information from agenda systems and driver reportsb. Telematic systems and traffic datac. Road information including road components and accessories (Central Road Registry)d. National Traffic Information and Control Center (NDIC)e. Distribution and publishing of traffic information and traffic dataf. Systems for traffic engineering and decision making in the road traffic safety contextg. Crisis management and defense planning support systemsh. Education, edification, and promotion related to traffic information and BESIP activitiesThe Police, Fire Service, Emergency Medical Service, road managers, road managementoffices, city Police departments, Czech Hydrometeorological Institute, and other organizationshandle daily extensive amount of information related to traffic situation. Base on analysis results,JSDI has created several conditions that extract the data attributes from "agenda" systems of theorganizations listed above. Then, the data is automatically sent to National Traffic Information andControl Center.Among others, the information systems of the police departments and fireman rescue forceshave been updated. New systems have been created as well, including Central Registry of Closuresfor road management offices, Winter Maintenance Information system, Winter MaintenancePerformance, and Unified Road Meteorology Information System. The JSDI includes creation of telematic systems. By the end of 2009, the most heavily usedmotorway in the country (D1) will benefit from complex monitoring camera system, traffic flowmonitoring system, vehicle count and classification, jam detection, traffic management, variablemessage displays, variable traffic signs, weigh-in-motion (WIM) system, and further state-of-arttechnologies.
