6.42.9.2. Destination weather is forecast to be at or above minimums before excess fuel<br />

will be consumed.<br />

6.43. NVG Approach and Landing.<br />

6.43.1. NVG Approach Weather Minimums. Weather minimums for NVG visual<br />

approaches, NVG visual pattern work, and crewmembers who are non-current and/or<br />

unqualified is 1500/3. Current and qualified NVG aircrews may fly IFR approaches with<br />

weather at approach minimums.<br />

6.43.2. NVG Malfunction during Approach and Landing. If one of the pilots experience<br />

NVG failure on short final, it will be at the discretion of the PIC to transition to normal lights<br />

or perform a go-around. The PM will be ready to immediately assume aircraft control if the<br />

PF experiences spatial disorientation or an NVG malfunction. See AFTTP 3-3.C-130E/H for<br />

additional NVG emergency information.<br />

6.44. Unscheduled Landings. When an unscheduled landing or crew rest occurs at a base<br />

without a passenger facility, the PIC will immediately advise the appropriate C2 agency and<br />

request assistance in arranging substitute airlift for passengers on board. The following<br />

procedures apply when obtaining support for service members, in a group travel status, who are<br />

transported on AMC organic aircraft flying a Transportation Working Capital Fund (TWCF)<br />

mission, which incur an unscheduled delay due to weather or maintenance problems, forcing the<br />

members to be lodged at that location until the aircraft can continue its mission.<br />

6.44.1. If the delay is at a location where DOD facilities and AMC TWCF funds are<br />

available, payment for lodging (contract or on-base) will be made by the local accounting<br />

liaison/OPLOC citing TWCF funds. The appropriate TWCF fund cite may be obtained from<br />

the local financial analysis and/or accounting liaison office. Normally, a BPA contract or AF<br />

Form 616, Fund Cite Authorization is already established at these locations to charge the<br />

routine lodging costs for transient or TDY individuals who are on TWCF funded travel<br />

orders.<br />

6.44.2. If the delay is at a location where DOD facilities are available and AMC TWCF<br />

funds are not available, the PIC will utilize AF Form 15, United States Air Force Invoice<br />

authority to acquire the appropriate lodging accommodations. Upon return to home station,<br />

the PIC will send the AF Form 15 to the local accounting liaison office. A copy of the service<br />

members' group travel orders, along with any other pertinent supporting data, must<br />

accompany the form (e.g., lodging invoice and/or receipts). When the AF Form 15 has been<br />

validated, it will be forwarded on to the servicing OPLOC for payment, citing the funds of<br />

the unit whose aircraft was delayed.<br />

6.44.3. If the delay is at a location where both DOD facilities and TWCF funds are<br />

unavailable, the PIC will utilize AF Form 15 authority to acquire the appropriate meals,<br />

quarters, and transportation to support the service members. Upon return to home station, the<br />

PIC will send the AF Form 15 to the local accounting liaison office. A copy of the service<br />

members' group travel orders, along with any other pertinent supporting data, must<br />

accompany the form (e.g., lodging invoice and/or receipts). When the AF Form 15 has been<br />

validated, it will be forwarded on to the servicing OPLOC for payment, citing the funds of<br />

the unit whose aircraft was delayed. NOTE: This policy does not apply to those passengers<br />

on delayed TWCF organic aircraft who are in a per diem or space available status, except for
