1.1. General.<br />

Chapter 1<br />

GENERAL INFORMATION<br />

1.1.1. This Air Force Instruction (<strong>AFI</strong>) provides policy for operating the C-130E/H and LC-<br />

130. It is an original source document for many areas but, for efficacy, restates information<br />

found in aircraft flight manuals, flight information publications (FLIP), and other Air Force<br />

directives. When guidance in this <strong>AFI</strong> conflicts with another basic/source document, that<br />

document takes precedence. For matters where this <strong>AFI</strong> is the source document, waiver<br />

authority is In Accordance With (IAW) paragraph 1.4 For matters where this <strong>AFI</strong> repeats<br />

information in another document, follow waiver authority outlined in the basic/source<br />

document.<br />

1.1.2. Unit commanders and agency directors involved with or supporting C-130 operations<br />

shall make current copies of this <strong>AFI</strong> available to appropriate personnel. Transportation and<br />

Base Operations passenger manifesting agencies will maintain a current copy of this <strong>AFI</strong>.<br />

1.2. Applicability. This <strong>AFI</strong> applies to aircrew members, support personnel, and managers<br />

involved with employing C-130 aircraft.<br />

1.3. Key Words Explained.<br />

1.3.1. "Will" and "shall" indicate a mandatory requirement.<br />

1.3.2. "Should" indicates a preferred, but not mandatory, method of accomplishment.<br />

1.3.3. "May" indicates an acceptable or suggested means of accomplishment.<br />

1.3.4. "NOTE" indicates operating procedures, techniques, etc., considered essential to<br />

emphasize.<br />

1.3.5. ―CAUTION‖ indicates operating procedures, techniques, etc., which could result in<br />

damage to equipment if not carefully followed.<br />

1.3.6. ―WARNING‖ indicates operating procedures, techniques, etc., which could result in<br />

personal injury or loss of life if not carefully followed.<br />

1.4. Deviations and Waivers. Do not deviate from policies in this <strong>AFI</strong> except when the<br />

situation demands immediate action to ensure safety. The Pilot in Command (PIC) is vested<br />

with ultimate mission authority and responsible for each course-of-action they choose to take.<br />

1.4.1. Deviations. The PIC shall report deviations or exceptions taken without a waiver<br />

through command channels to their Chief, Major Command (MAJCOM) Stan/Eval.<br />

1.4.2. Waivers. Unless otherwise directed, waiver authority for the contents of this<br />

instruction is the MAJCOM/A3/DO with mission execution authority. For<br />

USTRANSCOM/AMC operational missions under Operational Control (OPCON) of 18 Air<br />

Force, 18 AF/CC is the waiver authority. For aircrews that change Operational Control<br />

(CHOP) to a COCOM, the COMAFFOR is the waiver authority.
