130E/H Cargo Manifest or similar automated product, and will normally be accompanied by<br />
a unit courier. However, if classified/sensitive unit cargo is offered without an<br />
accompanying courier, the DD1907, Signature and Tally Record, must be used.<br />
6.31.1.1. Defense Courier Service (DCS) couriers coordinating with the PIC are<br />
authorized to designate officer or enlisted, (E-5 and above) crewmembers on military<br />
aircraft as couriers to escort and safeguard courier material when other qualified<br />
personnel are not available. Qualified passengers, if carried, are designated before<br />
designating crewmembers. The following restrictions apply:<br />
6.31.1.1.1. Primary crewmembers will not be designated couriers without the consent<br />
of the PIC.<br />
6.31.1.1.2. Crewmembers on aircraft scheduled to make an extended enroute stop at<br />
a location where DCS couriers cannot provide enroute support will not be designated<br />
as couriers.<br />
6.31.2. During stops at enroute locations supported by DCS stations, DCS couriers are<br />
required to meet designated couriers, guard and protect the material.<br />
6.31.2.1. During unscheduled enroute stops crewmembers may place courier material in<br />
temporary custody of the following agencies in descending order of priority.<br />
6.31.2.1.1. DCS courier.<br />
6.31.2.1.2. TOP SECRET control officer of the US armed forces.<br />
6.31.2.1.3. US Department of State Diplomatic Courier.<br />
6.31.2.1.4. US Department of State activity.<br />
6.31.2.1.5. US military guards.<br />
6.31.2.1.6. US DOD civilian guards.<br />
6.31.3. If unable to follow the itinerary to the destination of the courier material, or material<br />
is lost, stolen or otherwise compromised, report circumstances to the nearest Defense Courier<br />
Station and notify the local US military commander or US Government activity.<br />
6.31.4. Life or death urgency shipments consist of biological or other medical supplies of<br />
such urgency that human life is dependent upon immediate receipt. Shipments will be<br />
manifested separately and the manifest annotated with the words LIFE OR DEATH<br />
URGENCY. All shipments will be handled on a hand-to-hand receipt basis, using either the<br />
air cargo manifest or the DD 1907, for unit moves. The PIC, or designated representative,<br />
will be briefed on the urgency of the shipment and be made the custodian during flight.<br />
Section 6D—Departure<br />
6.32. On Time Takeoffs. Mission departures are on time if the aircraft is airborne within<br />
-20/+14 minutes of scheduled takeoff time or as specified in a MAJCOM supplement.<br />
6.32.1. Scheduled takeoff time may be adjusted to make good a time over target (TOT) or<br />
time of arrival (TOA). PICs shall notify C2 agency before takeoff to adjust the scheduled<br />
takeoff time.
