Block Time—Time determined by the scheduling agency responsible for mission<br />

accomplishment for the aircraft to arrive at (block in) or depart from (block out) the parking spot.<br />

BLUE BARK—US military personnel, US citizen civilian employees of the Department of<br />

Defense (DOD), and the dependents of both categories who travel in connection with the death<br />

of an immediate family member. It also applies to designated escorts for dependents of deceased<br />

military members. Furthermore, the term is used to designated property shipment of a deceased<br />

member.<br />

Border Clearance—Those clearances and inspections required to comply with federal, state,<br />

and local agricultural, customs, immigration, and immunizations requirements.<br />

Category I Route—Any route that does not meet the requirements of a category II route,<br />

including tactical navigation and overwater routes.<br />

Category II Route—Any route on which the position of the aircraft can be accurately<br />

determined by the overhead crossing of a radio aid (NDB, VOR, TACAN) or intersection of at<br />

least two radio aid radials (VOR, TACAN) or one radial (VOR, TACAN) and one DME at least<br />

once each hour.<br />

Chalk Number—Number given to a complete load and to the transporting carrier.<br />

Charge Medical Technician (CMT)—A qualified AET who supervises other AETs in aircrew<br />

positions on an AE mission.<br />

Circular Error Average (CEA)—Indicator of the accuracy of an airdrop operation. It is the<br />

radius of a circle within which half of the airdropped personnel and items or materiel have fallen.<br />

Circular Error Record (Individual)—Maintained for all navigators who are airdrop qualified.<br />

COIN ASSIST—Nickname used to designate dependent spouses accompanying dependent<br />

children and dependent parents of military personnel reported missing or captured who may<br />

travel space available on military aircraft for humanitarian purposes on approval of the Chief of<br />

Staff, United States Army; Chief of Staff, United States Air Force; Chief of Naval Operations; or<br />

the Commandant of the Marine Corps.<br />

Command and Control (C2)—The exercise of authority and direction by a properly designated<br />

commander over assigned and attached forces in the accomplishment of the mission. Command<br />

and control functions are performed through an arrangement of personnel, equipment,<br />

communications, facilities, and procedures employed by a commander in planning, directing,<br />

coordinating, and controlling forces and operations in the accomplishment of the mission.<br />

Combat Control Team (CCT)—A small task organized team of Air Force parachute and<br />

combat diver qualified personnel trained and equipped to rapidly establish and control drop,<br />

landing, and extraction zone air traffic in austere or hostile conditions. They survey and<br />

establish terminal airheads as well as provide guidance to aircraft for airlift operations. They<br />

provide command and control, and conduct reconnaissance, surveillance, and survey assessments<br />

of potential objective airfields or assault zones. They also can perform limited weather<br />

observations and removal of obstacles or unexploded ordinance with demolitions.<br />

Command and Control Center (CC) (C2)—Each CC provides supervision, guidance, and<br />

control within its assigned area of responsibility. For the purpose of this <strong>AFI</strong>, CCs include
