20.1. Mission.<br />

AEROMEDICAL EVACUATION<br />

20.1.1. This chapter applies to Air Force C-130 Aircrews, AE Aircrews and all management<br />

levels concerned with operations of the C-130 aircraft. All operators involved in AE<br />

missions on C-130 aircraft will use this <strong>AFI</strong>.<br />

20.1.2. C-130 aircraft may be used for AE transport of ill or injured DOD members and their<br />

dependents. These AE missions may be directed at any time by C2 agencies. AE personnel<br />

will utilize the procedures in applicable <strong>AFI</strong> <strong>11</strong>-2AEV3, Aeromedical Evacuation (AE)<br />

Operations Procedures, and <strong>AFI</strong> 41-307, in conjunction with this publication, to accomplish<br />

the AE mission.<br />

20.2. Operational Control and Reporting of Aeromedical Evacuation Forces.<br />

20.2.1. HQ AMC is lead command for AE. HQ AMC Directorate of Operations (AMC/A3)<br />

is the executive agent for operational AE missions.<br />

20.2.2. Command and control of AE missions is the same as other airlift missions.<br />

20.2.3. The PIC is a qualified pilot responsible for command and control of all persons<br />

aboard the aircraft during an AE mission. In matters of flight safety, crew duty waivers, or<br />

operational considerations, his/her decisions are final (see <strong>AFI</strong> <strong>11</strong>-2MDS-specific V3 for a<br />

more detailed list of PIC responsibilities). In matters of patient care, decisions of the MCD<br />

are final.<br />

20.2.4. Medical Crew Director. The MCD is a qualified flight nurse responsible for the<br />

overall supervision of patient care and management of AECMs assigned to AE missions.<br />

He/she advises the PIC on patients‘ conditions and the use of medical equipment that may<br />

affect aircraft operations. The MCD is directly responsible for the safety and medical well<br />

being of patients on the aircraft and coordinates enplaning and deplaning procedures with<br />

supporting agencies.<br />

20.3. Alerting Procedures.<br />

20.3.1. At all locations AMC C2 agency will alert the PIC/MCD. The MCD will alert the<br />

medical crew. The goal is to link the primary PIC, local AMC C2 agency and MCD before<br />

mission execution.<br />

20.3.2. When the AE crew is staged separate from the front-end crew, the MCD will contact<br />

AMC local C2 agency and establish alert, showtime, etc. with the C2 agency. The MCD will<br />

make every effort to communicate with the front-end crew any mission irregularities prior to<br />

crew rest. Utilize local AMC C2 agency to leave messages for non-emergency. Crew rest<br />

will be based on scheduled launch time. Do not violate crew rest.<br />

20.3.3. The local AMC C2 agency will provide PIC/MCD AE mission information when<br />

he/she checks on mission status. Local C2 agency will be the link between the AE crews and<br />

the PIC, thus permitting mission status updates to both parties without interruption of crew<br />

rest.
