20.10.3. Cargo will not be bumped except in unusual/abnormal cases, and only after the<br />
MCD has coordinated with the PIC and notified the tasking AE command element.<br />
20.10.4. Do not move ambulatory patients to litters in order to provide seating for additional<br />
patients or passengers.<br />
20.10.5. Patient Therapeutic Liquid Oxygen (PTLOX) or Next Generation Patient<br />
Therapeutic Oxygen System (NPTLOX) may be transported for positioning and<br />
depositioning AE crews. A maximum of 25 PTLOX serviced units may be transported<br />
simultaneously without Hazmat certification. Processing through aerial port is not required.<br />
If shipping more than six PTLOX containers as cargo, do not cover with plastic. This will<br />
prevent potential high concentration of oxygen levels. WARNING: Ensure the cargo floor is<br />
free from any oil or petroleum products.<br />
20.10.6. AE Movement of Contaminated/Contagious Personnel. It is United States<br />
Transportation Command (USTRANSCOM) policy that patients personnel, or casualties<br />
with known or suspected contamination from chemical, biological, or nuclear warfare agents<br />
will not be transported within the aeromedical patient movement system. Decontamination<br />
must be performed prior to transport to prevent the potential spread of contamination. In rare<br />
cases, transport may be essential to preserve life or continue critical missions. If such<br />
transport is deemed essential, all efforts must be made to prevent the spread of<br />
contamination. In these cases, prior approval must be given by the involved geographic<br />
combatant commanders, Commander USTRANSCOM, and the Secretary of Defense<br />
(SECDEF) in consultation with Department of Defense medical authorities.<br />
20.10.6.1. Patients with known or suspected or highly contagious disease will not be<br />
transported within the patient movement system. These include infections with any agent<br />
that may pose a potential threat to national security, require special public health actions,<br />
and/or have the potential to cause public panic and social disruption. Patients known or<br />
suspected to be infected with a highly contagious disease should be treated ―in place‖ or<br />
with minimal transportation to medical authorities. In extreme circumstances there may<br />
be a requirement to move index cases (approximately two) for evaluation or critical<br />
medical care. If patient movement is required, prior approval must be given by the<br />
involved geographic combatant commanders, Commander USTRANSCOM, and<br />
SECDEF in consultation with medical authorities.<br />
20.10.6.2. AMC will train and equip AE crews and stage required equipment at key hubs<br />
to carry out these limited missions for movement of contaminated and contagious<br />
patients. NOTE: If AECMs are utilizing the MCU-2A ground chemical mask, a FL<br />
below 10,000 feet is recommended due to reported valve failure during rapid<br />
decompression.<br />
20.10.7. Hazardous cargo will not normally be transported aboard AE missions except in<br />
extreme circumstances.<br />
20.<strong>11</strong>. Crash/Fire/Rescue (CFR).<br />
