7.6.1.2. Secure the doors in a manner that will indicate unauthorized entry (e.g., tape<br />

inside of doors to airframe so that entry pulls tape loose).<br />

7.6.1.3. Close and seal the crew entrance door (box car seal). With classified equipment<br />

on board (i.e. defensive systems) the aircraft must be locked with a GSA approved lock.<br />

7.6.1.4. Wipe the immediate area around lock and latches clean to aid in investigation of<br />

a forced entry.<br />

7.6.1.5. Report any unauthorized entry or tampering to the Office of Special<br />

Investigation (OSI), security forces or local authorities, and the C2 agency. Have aircraft<br />

thoroughly inspected prior to flight.<br />

7.6.2. Security awareness is crucial to effective mission accomplishment. Aircrews must<br />

always remain vigilant to their surroundings, especially at high threat, low security locations.<br />

In addition to normal preflight activities, aircrews must inspect areas of the aircraft not<br />

covered by normal preflight duties, to include: aircraft wheel wells, and crew/troop O2<br />

service panels for unauthorized packages, personnel, or other unfamiliar devices. Report any<br />

suspicious items to host security forces. Aircrews will maintain a heightened security<br />

posture throughout all pre-takeoff activities.<br />

7.7. Preventive Measures. Commanders at all levels must ensure preventive measures are<br />

taken to minimize access to the aircraft by potential hijackers. When a C-130 is operating away<br />

from home station, the PIC will comply with this chapter and <strong>AFI</strong> 13-207, as supplemented.<br />

7.7.1. Preventive measures include the following: The host station passenger processing or<br />

manifesting facility should conduct anti-hijacking inspections. Do not board passengers until<br />

the PIC is fully satisfied with inspection results. In the absence of qualified passenger<br />

service representatives, the PIC will ensure the anti-hijacking inspection of passengers and<br />

baggage is accomplished.<br />

7.7.1.1. The Transportation Security Administration provides the latest guidance on<br />

passenger screening and carry-on allowances. The latest guidance can be downloaded<br />

from www.tsa.gov/press/happenings/index.shtm<br />

7.7.1.1.1. Aircrew must ensure thorough screenings are accomplished when<br />

processing passengers at locations without an AMC Passenger Terminal.<br />

7.7.1.1.2. Carry-on restrictions apply to all passengers required to process through<br />

the passenger terminal, or equivalent when at a non-AMC location. Carry-on<br />

restrictions do not apply to personnel not required to process through the passenger<br />

terminal, or equivalent when at a non-AMC locations. This includes:<br />

7.7.1.1.2.1. Aircrew members listed on the Flight Authorization for that mission.<br />

7.7.1.1.2.2. MEP for that mission.<br />

7.7.1.1.2.3. OSA/VIPSAM passenger not required to process through the<br />

Passenger Terminal (primary DV, spouses/party, aides, and security details only).<br />

7.7.1.1.2.4. Duty passengers on ANG/AFRC mission numbers.<br />

7.7.1.1.3. Consider baggage contained in areas not readily accessible in flight as<br />

checked baggage, even if carried to the aircraft by the passengers. This includes, but
