However, qualified aircrew in the seats when the PIC is not at the controls maintain<br />

responsibility for the actions they take. Transfer of pilot-in-command duties<br />

between qualified ACs will be briefed to the crew.<br />

(2) Sq/CCs may authorize training/FCF/OCF flights without a navigator when not<br />

required for mission accomplishment. Units will establish procedures regarding the<br />

use of navigators on proficiency trainers. Formal Training Units (FTUs) will<br />

establish procedures regarding the use of navigators on all training missions.<br />

- Navigators are required for training mission conducted below 3000 ft AGL outside<br />

of radar control.<br />

- Navigators are not required when conducting Day/Night (unaided) LZ operations in<br />

the local area.<br />

(3) Two loadmasters may be required, at the unit commander‘s discretion,<br />

depending on mission complexity.<br />

(4) Two loadmasters or one loadmaster and another qualified crewmember are<br />

required if more than 40 passengers are scheduled to be carried (except during unit<br />

moves or contingencies). Both crewmembers must remain in the cargo<br />

compartment, one forward and one aft for takeoffs and landings, or as required by<br />

the tactical situation.<br />

(5) Only one loadmaster is required for tactical missions (up to 13,999 feet MSL)<br />

if:<br />

- Using only one paratroop door for personnel or door bundle drops (less than 100<br />

lbs);<br />

- Non-static line personnel are dropped from the ramp and door;<br />

- Dropping only simulated airdrop training bundles (SATBs);<br />

- A no-drop (dry pass) is planned and ground time is sufficient to permit on-load or<br />

offload by one loadmaster<br />

- Dropping a single CDS container unilaterally using manual gate cut procedures<br />

3.2.3. An additional flight engineer or scanner may be used for basic or augmented crews in<br />

those units without loadmaster Unit Manning Document (UMD) authorizations, provided no<br />

more than 30 passengers are carried or cargo exceeds 500-lbs (100-lbs maximum per single<br />

item) or requires special handling in accordance with AFMAN 24-204/TM 38-250/NAVSUP<br />

PUB 505/MCO P4030.19I/DLAI 4145.3, Preparing Hazardous Materials for Military Air<br />

Shipments, 1 Septebmer 2009. ANG/AFRC units may use an additional flight engineer<br />

provided these provisions are met.<br />

3.2.4. Tactical Airlift Formation Lead Requirements.<br />
