operations centers, command posts, Air Mobility Division, tanker airlift control elements (CRG),<br />

air mobility control centers, and tanker task forces.<br />

Command and Control Information Processing System (C2IPS)—Computer-based<br />

information transmission and information handling for command and control functions<br />

associated with the Director of Mobility Forces (DIRMOBFOR), AMD, wing operations center,<br />

and CRG. Interfaces to and automatically updates the Global Decision Support System (GDSS).<br />

Computer ARA—An ARA flown on AWADS-equipped aircraft using AWADS procedures.<br />

CONFERENCE SKYHOOK—Communication conference available to help aircrews solve inflight<br />

problems that require additional expertise.<br />

Contingency Fuel.—Contingency fuel is an identified extra to compensate for unforeseen<br />

circumstances during any phase of flight (i.e. unforcasted weather, launch delay, etc).<br />

Contingency Mission—Mission operated in direct support of an OPORD, OPLAN, disaster, or<br />

emergency.<br />

Contingency Response Group (CRG)—Team of qualified Air Force personnel established to<br />

control, coordinate, and function as an Air Force tanker and airlift C2 facility at a base where<br />

normal AMC C2 facilities are not established or require augmentation. CRGs support and control<br />

contingency operations on both a planned and no-notice basis.<br />

Critical Phase Of Flight—Takeoff, low level (below MSA), airdrop, approach, and landing.<br />

Deadhead Time—Duty time for crewmembers positioning or de-positioning for a mission or<br />

mission support function and not performing crew duties.<br />

Depressurization Fuel.—The additional fuel required to protect the aircraft and occupants in the<br />

event of a cabin depressurization followed by an extended diversion to an alternate airport at low<br />

altitude where fuel consumption is increased.<br />

Designated Courier—Officer or enlisted member in the grade of E-5 or above of the US Armed<br />

Forces, or a Department of State diplomatic courier, selected by the Defense Courier Service<br />

(DCS) to accept, safeguard, and deliver DCS material as directed. A primary aircrew member<br />

should be used as a courier only as a last resort.<br />

Desolate Terrain Missions—Any mission in excess of one hour over desert, tropical, or jungle<br />

terrain (not to include flights conducted over the CONUS).<br />

Deviation—A deviation occurs when takeoff time is not within -20/+14 minutes of scheduled<br />

takeoff time.<br />

Direct Instructor Supervision—Supervision by an instructor of like specialty with immediate<br />

access to controls (for pilots, the instructor must occupy either the pilot or copilot seat).<br />

Director, Mobility Forces (DIRMOBFOR)—Normally a senior officer who is familiar with<br />

the area of responsibility or joint operations area and possesses an extensive background in Air<br />

Mobility Operations. When established, the DIRMOBFOR serves as the designated agent for all<br />

air mobility issues in the area of responsibility or joint operations area, and for other duties as<br />

directed. The DIRMOBFOR exercises coordinating authority between the AOC (or appropriate<br />

theater command and control node), the TACC, the Air Mobility Operations Control Center<br />

(when established and when supporting subordinate command objectives), and the Joint
