3. Disabling the clock

Writing “0” to PAGER disables clock operation including a carry. In the
meantime, the 1 second carry hold circuit executes time adjustment instead.
While the clock is disabled, the carry hold circuit holds a 1 second carry signal from a
divider. When the clock becomes enabled, the carry signal is output to the clock, the
time is revised and operation continues. The circuit holds only a 1 second carry signal.
Any adjustment that exceeds one second cannot be executed.
