3. Other Collaborative Programs: Reflects funding to
implement programs in collaboration with the
Department of Public Social Services (DPSS), as follows:
1) General Relief (GR) Services - a) 11.0 positions to
participate in the restructuring of the delivery of mental
health services to GR and GR Opportunities for Work
participants; b) 3.0 positions for the retrieval of medical
and mental health records needed to substantiate
disability claims for Supplemental Security Income (SSI)
benefits; c) the reduction of 2.0 positions for the
Lancaster Screening Program, which are no longer
needed due to the GR Restructuring Plan approved by
the Board of Supervisors on October 9, 2009;
2) Collaborative Care Integration Program -
21.0 positions to implement a Collaborative Care
Integration program with the Department of Health
Services (DHS), approved by the Board of Supervisors on
November 30, 2010, for the delivery of prevention and
early intervention mental health services in DHS
facilities, fully funded by State Mental Health Services
Act and Federal Financial Participation (FFP) Medi-Cal
revenue; and 3) California Work Opportunity for Kids
(CalWORKs) - restoration of funding for the continuation
of a wide range of mental health treatment services
specifically designed to help individuals overcome
barriers hindering them from obtaining and retaining
employment.
New/Expanded Programs
1. Mental Health Services Act (MHSA): Reflects funding
for the annualization of FY 2010-11 positions and
associated operating costs for the Psychiatric Urgent
Care Center at Olive View/UCLA Medical Center campus.
The appropriation increase also reflects funding for the
development of the Integrated Behavioral Health
Information System for the integration of clinical,
financial and administrative data and reporting, and the
addition of 1.0 position to provide secretarial support in
the planning, design and implementation of the Office
of Behavioral Healthcare, fully funded by State MHSA
revenue.
2. Public Guardian: Reflects a shift in appropriation to
fund 3.0 positions to assume fiscal and accounting
services the Treasurer and Tax Collector is no longer able
to provide, increased Targeted Case Management
services, and revenue reductions for one-time State
disallowed claims, Medi-Cal Administrative Activity,
earned interest, and investigative services.
3. Contract Providers: Reflects additional Federal
Financial Participation Medi-Cal revenue for outpatient
mental health services provided by Fee-For-Service
Contract Providers, and the restoration of State and
federal revenue for outpatient mental health services
provided by Legal Entity Contract Providers,
commensurate with the restoration of funding to Early
Periodic Screening, Diagnosis, and Treatment providers
as determined by consultation between the
Department and its stakeholders.
