services) and NGO’s. In other words, the<br />
question posed to assess the issue of effectiveness<br />
was correlated to that of adequacy. Specifically,<br />
smallholders were asked the following: “Describe<br />
the level of improvement (Great improvement,<br />
Some improvement or No improvement)<br />
experienced in your production and income as<br />
a result of engaging in the measures developed<br />
by Action Aid/STABEX, Welthungerhilfe/STABEX,<br />
MAFFS Extension, MAFFS Service Projects or<br />
Other NGO”. The responses to this question are<br />
presented per region for production and income<br />
changes respectively.<br />
In both the Eastern and the Northern regions,<br />
in the case of NGOs and STABEX, only few<br />
respondents stated that there was no improvement<br />
