view smallholders in the Northern districts as well<br />
as in the Eastern districts is concerned with the<br />
opportunities to buy fertilizers, an activity which<br />
clearly requires cash in order to be performed.<br />
According to the responses, government provided<br />
services (agricultural, educational and health<br />
care) have also worsened for at least 20% of<br />
respondents (except for education in the Northern<br />
region which is considered to have worsened by<br />
only 10% of respondents).<br />
As a summary it can be said that in<br />
the development areas where STABEX was<br />
operational (food security and opportunities<br />
to sell farm produce) a relatively higher<br />
improvement was perceived by smallholders<br />
compared to other areas of development which<br />
was not targeted by the STABEX program.<br />
6.4.6 Non-Supported Farmers<br />
Another way to evaluate the impact of<br />
the STABEX funded initiatives is to assess how<br />
non-supported farmers differ from supported<br />
farmers (control group). In this sub-section their<br />
differences in terms of farm net income, poverty
