The free-market competition that thisvoucher system will engender would provide a much-needed incentivefor fundamental educational reform.The incorporation <strong>of</strong> consciousness-based education, which combineseducational technologies that unfold full human intelligence withthe latest unified-field-based curriculum innovations and instructionalmethodologies, will allow any government to take full advantage <strong>of</strong>the pr<strong>of</strong>ound laws <strong>of</strong> nature governing human development. This trulymodern approach promises to fulfill the historic purpose <strong>of</strong> educationenvisioned by America’s Founders—life free from mistakes andproblems, fully aligned with the evolutionary power <strong>of</strong> natural law. Itwill put an end to the widespread problems in education experiencedby almost every country, and fully harness the nation’s most preciousresource—the full creative potential <strong>of</strong> its citizens.3. CrimeAn effective criminal justice and criminal rehabilitation system shouldbe capable <strong>of</strong> producing a crime-free nation—a nation where citizens livefully in accord with natural law and national law, where people freely moveon the streets without fear, and where the citizens live and work togetherharmoniously for their own fulfillment and for the good <strong>of</strong> the nation.The ProblemCrime costs Americans an estimated $500 billion annually. 8 The U.S.has the highest violent crime rate <strong>of</strong> any Western country, despite incarcerationrates seven-times higher than the Western European average.The FBI’s most recent crime report concluded that “every Americanhas a realistic chance <strong>of</strong> being murdered because <strong>of</strong> the random nature[that] crime has assumed.”America’s criminal justice system is under constant strain. Courts,police, probation and parole agencies, and prisons are overworked andinadequate to deal with the high level <strong>of</strong> crime (Donziger, 1996).8In a report for the Department <strong>of</strong> Justice, Mark A. Cohen, Ph.D., an economist at Vanderbilt<strong>University</strong>, estimated that crime costs the U.S. approximately $500 billion annually (Butternfield,1996). However, estimates <strong>of</strong> the annual cost <strong>of</strong> crime in the U.S. run as high as $700billion (Gest, 1994).199
