consciousness-based education and governmentCoherence-Creating PropertiesAs was previously mentioned, <strong>Maharishi</strong> predicted that only a smallnumber <strong>of</strong> individuals practicing the Transcendental Meditation andTM-Sidhi programs in a group would create the coherence necessaryto alleviate disorderliness in society.Research has indicated that this number is only the square root <strong>of</strong>1% <strong>of</strong> a population. There are examples in physical systems parallelto the <strong>Maharishi</strong> Effect, such as the functioning <strong>of</strong> lasers, superconductors,and superfluids. For example, in the case <strong>of</strong> a wave travelingthrough a field, the intensity <strong>of</strong> the wave is proportional to the square<strong>of</strong> the number <strong>of</strong> components emitting coherent radiation into the field.In another example, when a group <strong>of</strong> atoms is oscillating in coherence(synchrony <strong>of</strong> frequency and phase) enlivening an electromagnetic field,the intensity <strong>of</strong> the radiation is proportional to the square <strong>of</strong> the number<strong>of</strong> atoms. Moreover, in the functioning <strong>of</strong> a laser beam, a small subset<strong>of</strong> atoms is able to align the remainder <strong>of</strong> atoms to create a powerfulbeam <strong>of</strong> coherent light, in contrast to regular light, which is producedby random and incoherent photons.Among the characteristics <strong>of</strong> the <strong>Maharishi</strong> Effect <strong>of</strong> interest to theissue <strong>of</strong> human security are those that promote invincible defense. K<strong>of</strong>iAnnan stated in an address to the General Assembly <strong>of</strong> the UnitedNations: “A tragic irony <strong>of</strong> many <strong>of</strong> the crises that continue to gounnoticed and unchallenged today is that they could be dealt with byfar less perilous acts <strong>of</strong> intervention then the one we witnessed recentlyin Yugoslavia . . . any armed intervention is itself a result <strong>of</strong> the failure<strong>of</strong> prevention.” 37As was discussed in the introductory section, security cannot beachieved through weaponry or through vigilance alone, whether inthe school, the gated community, or the sovereign nation. Throughoutnature, analogous situations occur which describe deterrence to invasion.In physical systems, if there is any weakness, foreign elementscan enter the system. In contrast, if the system is coherent in relationto its own nature, it can repel entry by a foreign substance. A dramaticexample is the Meissner Effect, drawn from superconductivity.In an ordinary conductor, the electrons flow in a disorderly manner.When a magnet is applied, the magnetic influence creates even greater66
