Part II describes how the behavior <strong>of</strong> the miseryindex reflects the degree <strong>of</strong> government success in meeting the threegoals <strong>of</strong> economic policy which are widely viewed as most important bygovernments throughout the world—reduction <strong>of</strong> unemployment andinflation and promotion <strong>of</strong> economic growth. Part III summarizes theempirical results and concludes with a discussion <strong>of</strong> these findings. [Amore detailed description <strong>of</strong> the statistical methodology and empiricalresults is given in Cavanaugh (1990) and in Cavanaugh (1987).]Part 1:<strong>Maharishi</strong> Vedic Science and the <strong>Maharishi</strong> Effect:Implications for Economics and Government<strong>Maharishi</strong> Vedic Science is the revival <strong>of</strong> the ancient Vedic tradition<strong>of</strong> knowledge. It represents a fundamental paradigm-shift withimplications for the social sciences which are even more pr<strong>of</strong>ound andfar-reaching than those <strong>of</strong> the shift from the classical to quantummechanical paradigms in physics. In this section we provide a briefintroduction to those aspects <strong>of</strong> <strong>Maharishi</strong> Vedic Science which providean understanding <strong>of</strong> the <strong>Maharishi</strong> Effect and its implications foreconomics and government.<strong>Consciousness</strong> and Social ScienceThe dominant theoretical perspectives in the fields <strong>of</strong> contemporarysocial science—such as economics, political science, psychology, andsociology—are, in the broadest sense, fundamentally behavioral innature, although this behavior sometimes takes the form <strong>of</strong> expressedopinions and attitudes. In focusing solely on observed behavior, suchbehavioral theories ignore the basis <strong>of</strong> all thought and behavior—consciousnessor awareness. Therefore, from the perspective <strong>of</strong> <strong>Maharishi</strong>Vedic Science, these theories are intrinsically incomplete because theyfail to incorporate a satisfactory theory <strong>of</strong> human consciousness. Thisgap in the theories <strong>of</strong> social science reflects the fact that the originand nature <strong>of</strong> consciousness remains one <strong>of</strong> the great unsolved questions<strong>of</strong> modern science generally.
