consciousness-based education and governmentConclusionThe life of a government leader is not an enviable one. The rise to powercan be long and bitter. Then, once his position of authority is finallysecured, he is surprised to discover how powerless he is to implementhis policy agenda and to pursue the basic role of government in promotingthe progress and happiness of his people. President Clinton, withinweeks of his inauguration into what is ostensibly the most powerfulposition in the world, expressed public exasperation at “how difficult itwas to accomplish anything in Washington.”This powerlessness is because, until now, governments in actualitycould not lead. Governments were ruled by collective consciousness,and the collective destiny, of the people. Governments have been historicallyunable to implement new policies and initiatives that werebeyond the comprehension, and the deservability, of the people. Andgovernments have been unable to bestow on their people what they donot deserve—abundant wealth that they have not earned, or vibranthealth that they do not merit. Government is not a treasure-chest ofhealth or wealth. The art of governing is, therefore, to raise the deservability,and hence the destiny, of the people.Now, for the first time, governments can lead. Through the educationalprograms set forth in this book, they can directly expand thecomprehension, or consciousness, of the people. And by establishinga national coherence-creating group, they can bring national life intoaccord with natural law, eliminate problems at their source, and therebydirectly improve the destiny of the nation.The availability of a powerful, proven technology to bring about thisnational transformation constitutes a scientific breakthrough of the firstmagnitude. It’s practical implementation through a prevention wing ofthe military (or similar coherence creating group) is well within thecapacity of any government.In addition to this overall approach, which brings the whole ofnational life into accord with natural law, the policies and programspresented in this chapter are designed to bring specific areas of nationaladministration into greater harmony with natural law. These policieswill accelerate the elimination of problems and help bring maximumsuccess to every area of government.
