maharishi’s formula for a prevention wing in the militaryAbstractPrior to its historic peace agreement in 1992, the nation <strong>of</strong> Mozambique hadexperienced 16 years <strong>of</strong> civil war, at great cost to every level <strong>of</strong> national life.Government leaders at the time implemented the Transcendental Meditationand TM-Sidhi programs in the military to combat the highly stressfulmilitary lifestyle and to support the nation’s precarious peace. In addition,thousands <strong>of</strong> citizens were instructed in the capital city <strong>of</strong> Maputo, in Quelimane,and in the province <strong>of</strong> Manica. During the first quarter <strong>of</strong> 1993 crimedecreased 20% in Maputo, 20% in Quelimane, and comparably in Manica.When troop movements reduced the number <strong>of</strong> daily participants in an area,the crime indices increased. Traffic accidents remained constant during 1993,despite an approximate 3-4 times increase in the number <strong>of</strong> cars, while deathsdue to traffic accidents were significantly lower than in 1992. During 1993,the economy was expected to grow 6%, but in fact grew 19%, in part due tothe early and unexpected arrival <strong>of</strong> rain throughout the country, following theworst drought <strong>of</strong> the century.Address<strong>Maharishi</strong>, Mr. President <strong>of</strong> <strong>Maharishi</strong> Vedic Universities,honorable guests, ladies and gentlemen. Mozambique, aftera disturbed period <strong>of</strong> war during the past 16 years, signeda General Peace Agreement in Rome in October 1992. The damagein terms <strong>of</strong> human life and material property was very high, and thecountry remained in a very precarious situation. After the signing <strong>of</strong>the General Peace Agreement, there was still a long way to go beforethe general elections could be held in the country. Uncertainty aboutthe success <strong>of</strong> the implementation <strong>of</strong> the General Peace Agreement andquestions about the ability to maintain peace until the elections, shadowedthe first happiness in the hearts <strong>of</strong> the Mozambicans followingthe signing <strong>of</strong> the peace agreement. The proposed future UNO missionalso was not a guarantee <strong>of</strong> the maintenance <strong>of</strong> peace—as has been seenin many countries in the world.It was at this time that we were contacted by the representatives<strong>of</strong> <strong>Maharishi</strong> Vedic <strong>University</strong> who gave a detailed exposition <strong>of</strong> theirtechnologies and their effects. In the genuine search for possible solutionsto the problems in the country, individuals at high levels in thecountry’s hierarchy, together with their families, began the practice <strong>of</strong>449
