Mapped values<br />

In order to strengthen heritage management at<br />

Old Parliament House this Heritage Management Plan<br />

development included a values mapping process.<br />

This involved an analysis of how the identified heritage<br />

values are embodied in different aspects of the place,<br />

its setting and its fabric. The analysis resulted in a<br />

series of maps which illustrate where the different<br />

values are located in the place and, importantly,<br />

where a wide range of values overlap. In addition to<br />

the mapping process, this analysis also considers how<br />

robustly the identified values are embodied in the<br />

place and the fabric. This concept has been termed<br />

the ‘sensitivity of the values to change’ 6 . Areas with a<br />

high sensivity to change are those areas where even<br />

a small level of change has the potential to impact on<br />

the heritage values. These areas are likely to be ones<br />

with a high level of intact fabric which demonstrates, for<br />

instance, a range of technical and creative values and<br />

historical associations. On the other hand, areas with a<br />

low sensivity to change are those where the values can<br />

tolerate a higher level of change without detrimental<br />

impact. These may be areas where the values are not<br />

so strongly embodied in the extant fabric. The mapped<br />

values are outlined on the following pages.<br />

Following the mapping of the values areas were<br />

grouped together, on the basis of the values embodied<br />

and their level of sensitivity to change, to form Zones.<br />

The Zones are a management tool designed to assist<br />

in the action assessment process by delivering a quick<br />

overview of the values which need to be managed in<br />

a particular area and their level of sensitivity to any<br />

proposed changes. The Zones are set out in Chapter 6.<br />
