50 Old Parliament House and Curtilage Heritage Management Plan <strong>2008–2013</strong><br />

1 Conservation<br />

Old Parliament House management must conserve the heritage values of the place in accordance with the EPBC Act<br />

and the ACT (Planning and Land Management) Act 1988. Old Parliament House management will recognise and<br />

adopt the official heritage values and statements of significance as a basis for management of the place through:<br />

applying the Burra Charter; employing competent heritage managers and advisors; undertaking appropriate research<br />

and assessment prior to making decisions which may impact upon heritage values; and seeking funds to manage the<br />

place based upon a nil decline in the condition of heritage values.<br />

1.1.1 The heritage values of Old Parliament House must be<br />

conserved and managed in accordance with the Heritage<br />

Management Plan and the Burra Charter.<br />

1.1.2 Old Parliament House management must review and<br />

update the Heritage Management Plan every five years or<br />

as necessary and annually report on its implementation as<br />

specified in the EPBC Amendment Regulations 5A (10.01C)<br />

and 7A (10.01E).<br />

1.2.1 Conservation, maintenance, preservation, restoration,<br />

reconstruction and adaptation works (as defined by the Burra<br />

Charter) must be carried out in accordance with the Burra<br />

Charter. The respective need for conservation, preservation,<br />

restoration, reconstruction and adaptation must be determined<br />

by reference to Old Parliament House’s heritage values and<br />

their sensitivity to change.<br />

1.3.1 Conserve, protect and maintain all heritage fabric<br />

(attributes of the values) of the building pertaining to the<br />

functions and occupation of Parliament including:<br />

a the existing external and internal fabric, spaces, objects and<br />

servicing;<br />

b the interwar, stripped classical architectural style,<br />

symmetrical style, form, massing and details of the building<br />

in its open vista setting; and<br />

c all rooms of design, architectural and functional interest and<br />

their juxtapositions.<br />

Review other Old Parliament<br />

House planning and<br />

management documents to be<br />

consistent with this Heritage<br />

Management Plan.<br />

Review and update the Heritage<br />

Management Plan as necessary<br />

and every five years.<br />

Provide a program to upgrade<br />

and update statements of value<br />

for individual spaces within the<br />

zones based on an assessment<br />

of priority needs.<br />

Prepare an annual prioritised<br />

heritage research and<br />

assessment program to achieve<br />

this, informed by the risk<br />

analysis and condition of values<br />

assessment.
