2 Management Approach<br />

Old Parliament House management must maintain a cross organisational committee to ensure the protection of<br />

heritage values through robust participatory management, decision making procedures and the assessment of action<br />

proposals and manage tenders and contracts through appropriate application of the EPBC Act and other relevant<br />

legislation and codes.<br />

2.1.1 Old Parliament House management must<br />

establish a committee to make recommendations<br />

about Action proposals made up of at least the<br />

managers responsible for the following functional<br />

areas:<br />

a building services and capital works<br />

b heritage conservation and collection<br />

management<br />

c events, activities and public programs; and<br />

d exhibitions and interpretation.<br />

2.1.2 A log of recommendations made by the<br />

committee and decisions made by the delegate<br />

must be kept. All committee deliberations and<br />

recommendations must be minuted.<br />

2.1.3 The committee will meet regularly to:<br />

a oversee the routine maintenance program and<br />

the carrying out of a cyclical maintenance<br />

program<br />

b oversee the program for capital works,<br />

maintenance and repairs, informed by heritage<br />

considerations and the risk-based resource<br />

allocation program<br />

c resolve conflict arising from action proposals and<br />

permitted action schedules<br />

d assess all Action proposals including<br />

events, exhibitions and interpretation, proposed<br />

maintenance and repair, against heritage values,<br />

and make recommendations as to the viability<br />

and appropriateness in heritage terms of<br />

proposed Actions; and<br />

e consider and review reports and programs.<br />

2.2.1 Unless they are permitted actions, all<br />

proposals for works, conservation and other activities<br />

are Actions requiring assessment and approval.<br />

2.2.2 All proposals, including those for new uses,<br />

must include an assessment of the heritage values<br />

sensitivity to change as outlined in the Action<br />

Proposal Form and Mapped Values.<br />

2.2.3 Actions must be assessed and certified<br />

following the procedures established in the Action<br />

Proposal Form unless specified in Permitted Action<br />

Schedule.<br />

2.2.4 Action Proposal Forms must be certified by<br />

a competent person and approved by a delegated<br />

officer.<br />

Specific tasks<br />

Establish the Actions Committee.<br />

Draft clear Terms of Reference for the<br />

committee including conflict resolution<br />

protocols.<br />

Maintain and update a schedule of<br />

delegations for heritage decision making<br />

with appropriate competencies required of<br />

the delegates.<br />

Develop an on-line Action Proposal Form<br />

with links to relevant data including the<br />

zones and Room by Room Statements of<br />

Value.<br />

Formally delegate responsibility for<br />

assessing and managing Action proposals<br />

to appropriately competent staff.
