1.4.1 Heritage building fabric (pre 1988) must be retained in<br />

situ commensurate with its heritage values and sensitivity to<br />

change, unless precluded by legislative requirements, health<br />

and safety considerations, threat of vandalism or theft, and/or<br />

severely deteriorated condition.<br />

1.4.2 Any proposal to remove fabric to protect it from threats of<br />

deterioration, theft or vandalism will be an Action which must<br />

be assessed.<br />

1.4.3 A representative sample of insitu fabric must be retained<br />

where feasible.<br />

1.4.4 Traditional techniques and materials for the conservation<br />

of fabric of heritage value must be preferred, except where<br />

modern techniques and materials offer substantial conservation<br />

benefits (Burra Charter, Article 4).<br />

1.5.1 Where fabric of heritage value is removed as a result of<br />

an Action, which has been assessed following the procedures<br />

contained in the Heritage Management Plan, this must be<br />

preceded by, and carried out with, appropriate documentation<br />

and monitoring.<br />

1.5.2 All removed fabric must be assessed and protected in<br />

accordance with its heritage values.<br />

1.5.3 All removed fabric which is assessed as possessing<br />

heritage value must be stored on site, as far as possible (Burra<br />

Charter, Article 33).<br />

1.5.4 In situ evidence of removed fabric of heritage value must<br />

be retained where this is consistent with the heritage values of<br />

the place.<br />

1.5.5 New/replacement fabric must be labelled and<br />

discernable as such on close inspection.<br />

1.6.1 Intrusive fabric must be removed where to do so does<br />

not cause greater adverse impact on heritage values than its<br />

retention (for example through damage to heritage fabric)<br />

unless:<br />

a it plays an essential role in the operation or management of<br />

the place; or<br />

b its retention is necessary to maintain operational or safety<br />

standards.<br />

1.6.2 Intrusive fabric is fabric which detracts from, or<br />

diminishes, the heritage values of the place. For example, post<br />

1988 fabric.<br />

1.7.1 The setting will be protected by:<br />

a maintaining the relationship with the adjacent House of<br />

Representative Gardens and Senate Gardens<br />

b ensuring the Parliament House Vista is unimpeded by works<br />

on Old Parliament House<br />

c ensuring no additions or extensions are made to the external<br />

boundaries (elevations and roof) of the building and its<br />

curtilage; and<br />

d conserving and protecting views to and from Old Parliament<br />

House.<br />
