2.7.1 A risk-based resource allocation process must<br />

be used to prioritise conservation works programs.<br />

Specific tasks<br />

Develop and implement a risk-based<br />

resources allocation program as part of<br />

the Conservation Work Priority Plan.<br />

Prioritise conservation work on at least an<br />

annual basis and coordinate with existing<br />

resource allocation procedures and<br />

condition assessments and maintenance<br />

programs.<br />

Cost to conserve<br />

2.8.1 Old Parliament House management must<br />

adopt the approach of nil decline in the condition<br />

of the listed heritage values, and in the heritage<br />

management infrastructure necessary to conserve<br />

and maintain these values, in accessing and seeking<br />

the funding required to maintain the heritage values.<br />

2.9.1 Old Parliament House management must<br />

adopt the Building Code of Australia (BCA) as a<br />

certification standard for building works unless it<br />

conflicts with the heritage values.<br />

2.9.2 Where change is required to achieve<br />

compliance with the BCA and/or the Disability<br />

Discrimination Act 1992 (DDA), confine those<br />

changes, as much as possible, to areas with a low<br />

sensitivity to change.<br />

2.9.3 Where compliance with the BCA or DDA would<br />

cause a significant adverse impact on the heritage<br />

values, Old Parliament House management must<br />

liaise with the certifier/consent authority to achieve<br />

an outcome for the conservation of the heritage<br />

values of Old Parliament House which adequately<br />

satisfies the objectives of the certification standard<br />

without unduly compromising the heritage values.<br />

Specific tasks<br />

Ensure contracts include appropriate<br />

clauses to cover BCA and DDA<br />

compliance.
