2.3.1 Permitted Actions are Actions that will not<br />

have an adverse impact on the heritage values.<br />

These must be undertaken in accordance with<br />

the scheduled guidelines without the need for an<br />

Action proposal (see Chapter 9 for permitted action<br />

schedules).<br />

2.3.2 Actions may be added to Permitted Action<br />

Schedules if determined to have no adverse impact<br />

on the heritage values by the Actions Committee.<br />

2.4.1 Policies must be enacted through the<br />

implementation of zones.<br />

2.5.1 Old Parliament House management<br />

must maintain a Capital Works Plan, a Routine<br />

Maintenance Program and a Cyclical Maintenance<br />

Program, based on the Life Cycle Cost Plan,<br />

consistent with this Heritage Management Plan.<br />

2.6.1 Ensure the work methods are consistent with<br />

the conservation of the heritage values of<br />

Old Parliament House. In general, contracts must<br />

ensure that:<br />

a contractors are appropriately trained and<br />

supervised for work in a heritage building<br />

b contractors are appropriately attired during works<br />

(for example white gloves or soft soled shoes in<br />

some circumstances)<br />

c proposed work methodologies are reviewed by<br />

Old Parliament House Actions Committee prior to<br />

commencement of works<br />

d Old Parliament House management has access<br />

to the work place in order to supervise, monitor<br />

and direct works as necessary<br />

e A risk assessment is undertaken and proof<br />

of heritage induction training is provided prior to<br />

commencement of works; and<br />

f Old Parliament House management can<br />

terminate the contract on reasonable grounds,<br />

including failure to observe acceptable standards<br />

of conservation work.<br />

Review and implement the Capital Works<br />

Plan and the Cyclical Maintenance<br />

Program to address (but not limited to):<br />

• asbestos removal in SE Wing.<br />

Review and implement air conditioning<br />

requirements.<br />

Specific tasks<br />

Review and, where necessary, update<br />

existing Standard Terms and Conditions<br />

for Old Parliament House works contracts.<br />

Engage a competent independent site<br />

supervisor where necessary.<br />

Establish and monitor proof of induction<br />

for contractors.
