Qualifications and Expertise<br />

expertise<br />

1.12.1 Old Parliament House must maintain a staff<br />

solely responsible for heritage.<br />

1.12.2 Only appropriately competent people may:<br />

a provide advice to Old Parliament House<br />

personnel with respect to the carrying out of<br />

heritage conservation works<br />

b determine the appropriateness of Proposed<br />

Actions in heritage terms<br />

c certify heritage assessments or assess Proposed<br />

Actions; and/or<br />

d supervise or carry out conservation work.<br />

1.12.3 Senior heritage staff must be able to<br />

demonstrate competence and experience in heritage<br />

matters.<br />

1.12.4 Competent direction and supervision must be<br />

maintained at all stages, and any changes should be<br />

implemented by people with appropriate knowledge<br />

and skills (Burra Charter, Article 30).<br />

1.12.5 Relevant Old Parliament House staff must<br />

have access to conservation-focussed periodic inservice<br />

training.<br />

1.12.6 All staff and tenants must attend heritage<br />

awareness training on induction.<br />

1.12.7 Where requisite in-house skills or knowledge<br />

are not available, external consultants must be<br />

engaged to provide the skills or knowledge.<br />

1.12.8 Old Parliament House may maintain an<br />

Expert Advisory Panel in order to provide expert<br />

advice, peer review and support to Old Parliament<br />

House staff.<br />

1.12.9 Old Parliament House may seek advice from<br />

the DEWHA Heritage Division.<br />

Specific tasks<br />

Develop a schedule of heritage<br />

competencies required for all<br />

Old Parliament House staff positions.<br />

Review the existing skills base at<br />

Old Parliament House and engage<br />

in targeted training and recruiting if<br />

necessary.<br />

Establish and implement a continuous<br />

improvement and training program<br />

focussed on heritage conservation and<br />

management.<br />

Prepare and maintain a training<br />

competencies database for Old Parliament<br />

House staff and volunteers<br />

Maintain a panel of heritage, conservation<br />

and interpretation consultants.<br />

Establish the Expert Advisory Panel. Draft<br />

clear Terms of Reference for the Panel.<br />

Convene regular, well planned meetings of<br />

the Panel to provide advice, peer review<br />

and support on issues as required by Old<br />

Parliament House staff.<br />

1.13<br />

Training<br />

1.13.1 Old Parliament House management must<br />

pursue an active and ongoing training program for<br />

all new and existing staff, and contractors where<br />

relevant, which reflects the content and intent of the<br />

Heritage Management Plan and which is responsive<br />

to the changing needs of the place and new<br />

technologies.<br />

Undertake ongoing research program<br />

in order to document and prepare<br />

Statements of Value for all spaces in<br />

Old Parliament House.
