EXECUTIVE SUMMARY<br />

Station Facility project are also under construction The Hooper Storage project and South<br />

WWTP – Phase 2 project are both under design, with construction commencing in 2011. The<br />

Red Mud Lakes (ZATNIP) storage project is under construction..<br />

Storage and treatment locations are shown on Figure ES-3. The total estimated program cost<br />

for the PDP portion of wastewater treatment and storage projects (excluding Red Mud<br />

Lakes) is $335 million in September 2007 dollars.<br />

Preliminary Master <strong>Plan</strong> Projects<br />

There are several additional projects that the C-P is already executing to continue to enhance<br />

performance of their wastewater treatment plants and collection systems, and also improve<br />

compliance as well. The Draft Master <strong>Plan</strong> (CH2M HILL, 2008) outlined several<br />

improvements to the existing South WWTP facilities that are necessary to keep the plant in<br />

operation. These improvements are included in the South WWTP Phase 2 project (master<br />

plan portion).<br />

In addition, due to the extended power outages experienced after Hurricane Gustav, the C-P<br />

desires to install emergency generators at each of the collection system pump stations and at<br />

each of the WWTPs as part of the preliminary master plan.<br />

The Draft Master <strong>Plan</strong> (CH2M HILL, 2008) also outlined the need for a SCADA system. The<br />

design of the SCADA system is scheduled to begin in 2010, with construction beginning in<br />

2011. SCADA components will be installed at all pump stations in the collection system as<br />

well as at the North WWTP. A SCADA system is already being designed for the South<br />

WWTP as part of the South WWTP – Phase 2 project.<br />

The planned closure of the Central WWTP has lead to a need to relocate the field pump<br />

maintenance staff and their warehouse, which are currently located at the Central WWTP.<br />

Since enough land was available at the Choctaw Storage site and it is somewhat centrally<br />

located in the C-P, the Choctaw site was selected as the new location for this facility. A new<br />

preliminary master plan project was added to this PDP for the Choctaw Maintenance<br />

Facility.<br />

The SGL-C-0002 (Multiple PS – Highland Road – Kenilworth Pkwy) project includes a new<br />

7,000 gpm (10 MGD) pump station for LSU. This pump station will be designed as part of<br />

the overall SGL-C-0002 project, but it’s construction is dependent on the schedule for the<br />

construction of the gravity system that is needed to convey flow to the LSU pump station.<br />

Therefore, the construction cost for the LSU pump station was counted as a preliminary<br />

master plan, since it may or may not be constructed separately from the rest of the project.<br />

The North WWTP priority one and priority two projects are outlined in the Draft Master<br />

<strong>Plan</strong> (CH2M HILL, 2008). The SCADA and secondary power are described in this PDP with<br />

the SCADA and generator chapters, respectively. The remaining portions of these projects<br />

are outlined in the North chapter of this PDP. While the projects are described as two<br />

projects (Priority One, Urgent Needs, and Priority Two, Operations and Maintenance<br />

Needs), it is likely that the construction will occur as one project. The construction of the<br />

North WWTP project(s) will occur in 2015, after the SSO <strong>Program</strong> has been completed.<br />

The total estimated program cost for the preliminary master plan is $115 million in<br />

September 2007 dollars.<br />
