SECTION 1. OVERVIEW<br />

1.3.2 Capacity Improvement Projects<br />

Capacity improvement projects will reduce hydraulic bottlenecks in the system and convey<br />

wet weather flows to new upstream storage facilities and ultimately to the wastewater<br />

treatment plants (WWTPs). These projects will include installation of larger pipes or<br />

constructing parallel pipes to increase conveyance capacity, as well as replacement of pump<br />

stations to handle future wet weather peak flows.<br />

1.3.3 Wastewater Treatment Improvement/Storage Projects<br />

Design and construction of WWTP wet weather improvement projects will occur early in<br />

the program to store and treat wet weather flows. Wastewater treatment projects at the<br />

South WWTP include the following:<br />

Immediate Action Projects (IAPs) for dry weather permit compliance<br />

Consolidation with the Central WWTP (Refer to the Consolidation of South and Central<br />

Wastewater Treatment <strong>Plan</strong>ts in Baton Rouge TM (CH2M HILL, 2008)<br />

Wet weather flow capacity increases to 200 million gallons per day (mgd) with hydraulic<br />

peak shaving<br />

Master <strong>Plan</strong> improvements<br />

The South WWTP immediate action projects and other South WWTP projects are included<br />

in this document and are part of the RMAP2 projects. However, the South WWTP Phase 2<br />

Master <strong>Plan</strong> project is described in a separate document (Draft Master <strong>Plan</strong>; CH2M HILL,<br />

2008), though its construction cost estimate is included in the Preliminary Master <strong>Plan</strong><br />

Section of Table 1-1. There are not any capacity improvements required at the North WWTP,<br />

so there are no wet weather (RMAP2) projects included in this report at the North WWTP.<br />

However, there are several improvements needed due to the age of the treatment plant<br />

which are briefly described in the Section 5 - North Basin chapter of this report. The Draft<br />

Master <strong>Plan</strong> (CH2M HILL, 2008) also describes in detail the needed improvements in two<br />

priorities at the North WWTP.<br />

Storage projects will be designed and constructed early in the program to store wet weather<br />

flows upstream in the basins and then release flows back into the system after the wet weather<br />

event has passed. Storage facilities will be sized to store the peak flow from a 2 year<br />

frequency, 12-hour duration storm event, assuming rehabilitation projects are complete.<br />

1.4 Project <strong>Delivery</strong> Summary<br />

The projects have been scheduled for both design and construction activities based on<br />

funding considerations, and placed into a resource-loaded schedule shown in Table 1-1 and<br />

depicted graphically as Figure 1-1. Figure 1-2 presents the schedule for pre-construction and<br />

construction activities for all the program projects.<br />
