TARGET 4.A: Education facilities <strong>and</strong><br />

learning environments<br />

In sub-Saharan Africa, less than three-quarters of<br />

pre-primary <strong>and</strong> half of upper secondary school<br />

teachers are trained.<br />

FINANCE:<br />

■■<br />

In at least 35 countries, governments spent less than<br />

4% of GDP <strong>and</strong> less than 15% of their total expenditure<br />

on education.<br />

■ ■ Aid needs to increase at least sixfold to fill the<br />

US$39 billion annual education finance gap, but in<br />

2014, levels were 8% lower than at their peak in 2010.<br />

■■<br />

Three in ten primary schools lacked an adequate water<br />

supply in 2013.<br />

■■<br />

Schools were used for military purposes in<br />

26 countries between 2005 <strong>and</strong> 2015.<br />

TARGET 4.B: Scholarships<br />

An estimated 25,000 scholarships were offered in<br />

2015 by government programmes to students from<br />

developing countries.<br />

TARGET 4.C: Teachers<br />

■■<br />

In 2014, 82% of teachers had the minimum<br />

qualifications required to teach in pre-primary<br />

education, 93% in primary education <strong>and</strong> 91% in<br />

secondary education.<br />
