CREDIT: V Makhorov/GEM Report KEY MESSAGES About 61 million of the world’s secondary school students, or 11%, were enrolled in some formal technical and vocational education programme in 2014. Relatively little is known about opportunities to learn skills in the workplace. New analysis from 12 countries shows about 20% of youth had participated in workplace-based programmes. No one indicator can capture the affordability of technical and vocational and training (TVET). One approach is to contrast the amount students pay to institutions with the amount of financial support they receive from government. One way to assess quality in TVET is whether a national qualification framework is in place. Such frameworks exist in 140 countries. Access to tertiary education has expanded rapidly. Enrolment doubled from 2000 to 2014, but with huge disparity across and within countries. Across 76 countries, 20% of the richest 25- to 29-year-olds had completed at least 4 years of tertiary education, compared with less than 1% of the poorest. The extent to which government financial assistance to households targets those most in need should be monitored to assess the affordability of tertiary education. University rankings are easy to understand but give a partial and unreliable picture of the quality of student learning. The diversity of provision makes monitoring access to and participation in adult education particularly difficult. Globally, adults made up 4% of those enrolled in formal primary education, and 5% and 10%, respectively, in lower and upper secondary education. Less is known about participation in non-formal adult education. In European Union countries, 37% of adults participated in non-formal education in 2011. Assessment of affordability in adult education is constrained by the greater role of private financing and the lack of information on public financing.
