Absence <strong>of</strong> domestic legislation and regulations;<br />

Inadequate institutional facilities;<br />

Lack <strong>of</strong> personnel trained in these fields;<br />

Absence <strong>of</strong> poison control centres;<br />

The power <strong>of</strong> private interests; and<br />

The pressure <strong>of</strong> more urgent needs.<br />

These shortcomings have led some chemical companies to build new facilities<br />

or move existing ones to countries where legislation is either lax or nonexistent<br />

and has facilitated the export <strong>of</strong> toxic wastes to poor countries.<br />

It has become clear that, in the absence <strong>of</strong> a concerted and cooperative effort,<br />

many governments, especially in developing countries, will fall increasingly<br />

behind in establishing the means and the expertise necessary to tackle the<br />

highly complex health and environmental problems resulting from the use <strong>of</strong><br />

chemicals.<br />
