<strong>The</strong> Numbers Game<br />

effect is to extend greatly the total of <strong>Srebrenica</strong>-related DNA matches,<br />

and, like the exhumation-and-reburial theory, provides the ICMP with<br />

the rationale needed to make the total of positive DNA matches the<br />

function of its potentially limitless DNA-sampling process. In this way,<br />

the ultimate number of claimed DNA matches may be increased to<br />

whichever total they desire.<br />

Despite the fact that DNA evidence has been crucial to the convictions<br />

handed down in the ICTY’s <strong>Srebrenica</strong> trials, it has now been confirmed<br />

that the ICMP has never given the Tribunal any of the DNA<br />

evidence allegedly assembled by the ICMP. Radovan Karadzic’s defense<br />

team has been unable to gain access to the ICMP’s DNA evidence, and<br />

even ICTY prosecutor Hildegarde Uertz-Retzlaff has acknowledged to<br />

the court that “<strong>The</strong> ICMP did also not provide the DNA to us.” 95 This<br />

is a remarkable admission: that the ICTY has neither seen nor tested<br />

the quality of the evidence on DNA provided by an interested party,<br />

the Bosnian Muslim-controlled ICMP, in coming to serious decisions<br />

on claims of “genocide.”<br />

Reports and Serb “confessions”<br />

During recent years the international community has appeared anxious<br />

to solidify the official version of events at <strong>Srebrenica</strong>. Paddy Ashdown,<br />

the longest-serving High Representative for Bosnia and<br />

Herzegovina, equipped with draconian powers, required the government<br />

of Republika <strong>Srpska</strong> to produce a report in which the Bosnian<br />

Serbs admitted that massacres had been carried out by their army during<br />

the war. <strong>The</strong> original report, produced in September 2002, was a detailed<br />

and thorough account. It concluded that there had been a few<br />

hundred executions, but also that some 2,000 Bosnian Muslims and<br />

500 Serbs had been killed in fighting in the forests as the column of<br />

Bosnian Muslim men from <strong>Srebrenica</strong> made its way towards Muslimcontrolled<br />

territory. 96<br />

Ashdown was infuriated by this first report, which he called “tendentious,<br />

preposterous, and inflammatory,” and an “insult to people of<br />

all ethnic groups in Bosnia and Herzegovina;”<br />

Ashdown ordered Republika <strong>Srpska</strong> to revise its report according to<br />

his own prescription on pain of drastic penalties if they did not cooperate.<br />
