•<strong>IFES</strong>Pre-electionAssessment:BurundiElectoral Technical AssistanceBurundi has an established electoral system that served the single-party. system quite well.However, it does not and will not serve the multi-party democratic electoral requirements.There is a need to change the system. The <strong>IFES</strong> team feels that this is best done with a teamof experts on site advising the authorities on how to develop and establish specific procedures.The <strong>IFES</strong> team found politicians and civil servants most receptive to assistance in this field.This form of assistance should be given in the early phases of election preparation so that thecivic education program can include material on technical aspects of the election process.In summary, there is a need for assistance in the following areas:• Preparation of electoral legislation• Census and preparation of lists of electors• Registration cards• Developing ballots• Deployment of ballot boxes• Voting booths/compartments• Polling station personnel• Transportation• Security of election material• Vote counting• Reporting of results• Preparation of Guide for election workers• Training for election officials• Other technical matters related to election processesi ,Dialogue with MilitantsFor the past few decades, Burundi has experienced ethnic turmoil that has divided as well asisolated the country.
